77 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
88 SECTION 1. The heading to Section 39.115, Education Code,
99 is amended to read as follows:
1010 Sec. 39.115. [HIGH SCHOOL] INNOVATION GRANT INITIATIVE FOR
1111 MIDDLE, JUNIOR HIGH, AND HIGH SCHOOL CAMPUSES.
1212 SECTION 2. Sections 39.115(a), (b), and (d), Education
1313 Code, are amended to read as follows:
1414 (a) From funds appropriated for that purpose, the
1515 commissioner may establish a grant program under which grants are
1616 awarded to middle, junior high, and high school [secondary]
1717 campuses and school districts to support:
1818 (1) the implementation of innovative [high school]
1919 improvement programs that are based on the best available research
2020 regarding middle, junior high, or high school reform, dropout
2121 prevention, and preparing students for postsecondary coursework or
2222 employment;
2323 (2) enhancing education practices that have been
2424 demonstrated by significant evidence of effectiveness; and
2525 (3) the alignment of grants and programs to the
2626 strategic plan adopted under Section 39.357.
2727 (b) Before awarding a grant under this section, the
2828 commissioner may require a campus or school district to:
2929 (1) obtain local matching funds; or
3030 (2) meet other conditions, including developing a
3131 personal graduation plan under Section 28.0212 for each student
3232 enrolled at the campus or in a district middle, junior high, or high
3333 school.
3434 (d) The commissioner may use funds appropriated under this
3535 section to support technical assistance services for school
3636 districts and open-enrollment charter schools to implement an [a
3737 high school] improvement program under this section.
3838 SECTION 3. This Act takes effect September 1, 2009.
