 A BILL TO BE ENTITLED
 AN ACT
 relating to participation by certain educational aides in a school
 district's mentoring program.
 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
 SECTION 1. Section 21.458, Education Code, is amended by
 adding Subsection (a-1) and amending Subsection (c) to read as
 follows:
 (a-1)  Each school district may assign a mentor to each
 educational aide who has less than one year of classroom
 experience.  A person assigned as a mentor under this subsection is
 not required to be a teacher and is not subject to the requirements
 prescribed by Subsections (a) and (b) that apply to a mentor teacher
 assigned to mentor a classroom teacher.
 (c) From the funds appropriated to the agency for purposes
 of this section, the commissioner shall adopt rules and provide
 funding to school districts that assign mentors [mentor teachers]
 under this section. Funding provided to districts under this
 section may be used only for providing:
 (1) mentor [teacher] stipends;
 (2) scheduled time for mentors [mentor teachers] to
 provide mentoring to assigned classroom teachers and educational
 aides; and
 (3) mentoring support through providers of mentor
 training.
 SECTION 2. This Act applies beginning with the 2009-2010
 school year.
 SECTION 3. This Act takes effect immediately if it receives
 a vote of two-thirds of all the members elected to each house, as
 provided by Section 39, Article III, Texas Constitution. If this
 Act does not receive the vote necessary for immediate effect, this
 Act takes effect September 1, 2009.
