O'Brien, Director, Legislative Budget Board     IN RE:HB2473 by Kolkhorst (Relating to the composition of the First, Tenth, and Fourteenth Courts of Appeals Districts.), As Introduced    No significant fiscal implication to the State is anticipated.  The bill would amend the Government Code to move Walker County from the Tenth Court of Appeals District to the First Court of Appeals District and the Fourteenth Court of Appeals District. The bill would be effective on September 1, 2009, and would not affect any case from Walker County if the transcripts for the case were filed before September 1, 2009. Local Government Impact No significant fiscal implication to units of local government is anticipated. The Walker County Clerk of the Court reported that this bill would not require any additional staffing or result in any notable change in costs or revenue for Walker County.  The Clerks of the Court for the First and Fourteenth Courts of Appeals stated that this bill would have no affect on court costs or revenues. The Chief Justice of the Tenth Court of Appeals said that this bill would require his court to reallocate the fees paid to cover some of the operating costs to the remaining counties in his district, but that the costs would be insignificant.
