| 9 | 9 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 10 | 10 | | SECTION 1. Subchapter A, Chapter 7, Education Code, is |
|---|
| 11 | 11 | | amended by adding Section 7.0091 to read as follows: |
|---|
| 12 | 12 | | Sec. 7.0091. BEST PRACTICES FOR DROPOUT PREVENTION AND |
|---|
| 13 | 13 | | RECOVERY. In conjunction with the online clearinghouse of best |
|---|
| 14 | 14 | | practices information established under Section 7.009, the agency |
|---|
| 15 | 15 | | shall establish a dropout prevention assistance center to: |
|---|
| 16 | 16 | | (1) identify successful or promising school district, |
|---|
| 17 | 17 | | campus, or open-enrollment charter school dropout prevention and |
|---|
| 18 | 18 | | recovery programs; |
|---|
| 19 | 19 | | (2) collect and analyze performance data regarding |
|---|
| 20 | 20 | | programs described by Subdivision (1); |
|---|
| 21 | 21 | | (3) identify strategies or components common to |
|---|
| 22 | 22 | | programs described by Subdivision (1); |
|---|
| 23 | 23 | | (4) disseminate to school districts, open-enrollment |
|---|
| 24 | 24 | | charter schools, and regional education service centers |
|---|
| 25 | 25 | | information concerning programs described by Subdivision (1) |
|---|
| 26 | 26 | | through conferences, publications, toolkits, and posting to the |
|---|
| 27 | 27 | | online clearinghouse established under Section 7.009; |
|---|
| 28 | 28 | | (5) work in conjunction with regional education |
|---|
| 29 | 29 | | service centers to create needs assessments for districts and |
|---|
| 30 | 30 | | open-enrollment charter schools that are interested in determining |
|---|
| 31 | 31 | | which best practices for dropout prevention or recovery would be |
|---|
| 32 | 32 | | most appropriate for the district or charter school; |
|---|
| 33 | 33 | | (6) identify programs described by Subdivision (1) |
|---|
| 34 | 34 | | that educators or other employees of a school district, |
|---|
| 35 | 35 | | open-enrollment charter school, and regional education service |
|---|
| 36 | 36 | | center could visit and establish procedures for such learning |
|---|
| 37 | 37 | | visits; and |
|---|
| 38 | 38 | | (7) develop or collect and provide information for |
|---|
| 39 | 39 | | districts and open-enrollment charter schools interested in |
|---|
| 40 | 40 | | implementing a specific best practice for dropout prevention or |
|---|
| 41 | 41 | | recovery, including research concerning the efficacy of the |
|---|
| 42 | 42 | | practice and costs associated with and other resources needed for |
|---|
| 43 | 43 | | implementing the practice. |
|---|
| 44 | 44 | | SECTION 2. This Act takes effect immediately if it receives |
|---|
| 45 | 45 | | a vote of two-thirds of all the members elected to each house, as |
|---|
| 46 | 46 | | provided by Section 39, Article III, Texas Constitution. If this |
|---|
| 47 | 47 | | Act does not receive the vote necessary for immediate effect, this |
|---|
| 48 | 48 | | Act takes effect September 1, 2009. |
