66 AN ACT
77 relating to best practices for public school student dropout
88 prevention and recovery.
99 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1010 SECTION 1. Subchapter A, Chapter 7, Education Code, is
1111 amended by adding Section 7.0091 to read as follows:
1212 Sec. 7.0091. BEST PRACTICES FOR DROPOUT PREVENTION AND
1313 RECOVERY. In conjunction with the online clearinghouse of best
1414 practices information established under Section 7.009, the agency
1515 shall establish a dropout prevention assistance center to:
1616 (1) identify successful or promising school district,
1717 campus, or open-enrollment charter school dropout prevention and
1818 recovery programs;
1919 (2) collect and analyze performance data regarding
2020 programs described by Subdivision (1);
2121 (3) identify strategies or components common to
2222 programs described by Subdivision (1);
2323 (4) disseminate to school districts, open-enrollment
2424 charter schools, and regional education service centers
2525 information concerning programs described by Subdivision (1)
2626 through conferences, publications, toolkits, and posting to the
2727 online clearinghouse established under Section 7.009;
2828 (5) work in conjunction with regional education
2929 service centers to create needs assessments for districts and
3030 open-enrollment charter schools that are interested in determining
3131 which best practices for dropout prevention or recovery would be
3232 most appropriate for the district or charter school;
3333 (6) identify programs described by Subdivision (1)
3434 that educators or other employees of a school district,
3535 open-enrollment charter school, and regional education service
3636 center could visit and establish procedures for such learning
3737 visits; and
3838 (7) develop or collect and provide information for
3939 districts and open-enrollment charter schools interested in
4040 implementing a specific best practice for dropout prevention or
4141 recovery, including research concerning the efficacy of the
4242 practice and costs associated with and other resources needed for
4343 implementing the practice.
4444 SECTION 2. This Act takes effect immediately if it receives
4545 a vote of two-thirds of all the members elected to each house, as
4646 provided by Section 39, Article III, Texas Constitution. If this
4747 Act does not receive the vote necessary for immediate effect, this
4848 Act takes effect September 1, 2009.
