| 8 | 8 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 9 | 9 | | SECTION 1. Section 707.017, Transportation Code, is amended |
|---|
| 10 | 10 | | to read as follows: |
|---|
| 11 | 11 | | Sec. 707.017. ENFORCEMENT. (a) If the owner of a motor |
|---|
| 12 | 12 | | vehicle is delinquent in the payment of a civil penalty imposed |
|---|
| 13 | 13 | | under this chapter, the county assessor-collector or the Texas |
|---|
| 14 | 14 | | Department of Transportation may refuse to register a motor vehicle |
|---|
| 15 | 15 | | alleged to have been involved in the violation. |
|---|
| 16 | 16 | | (b) This section does not apply to the registration of a |
|---|
| 17 | 17 | | motor vehicle under Section 501.0234. |
|---|
| 18 | 18 | | SECTION 2. This Act takes effect immediately if it receives |
|---|
| 19 | 19 | | a vote of two-thirds of all the members elected to each house, as |
|---|
| 20 | 20 | | provided by Section 39, Article III, Texas Constitution. If this |
|---|
| 21 | 21 | | Act does not receive the vote necessary for immediate effect, this |
|---|
| 22 | 22 | | Act takes effect September 1, 2009. |
