1010 relating to a physician residency matching grant program.
1111 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1212 SECTION 1. Chapter 61, Education Code, is amended by adding
1313 Subchapter I-1 to read as follows:
1414 SUBCHAPTER I-1. PHYSICIAN RESIDENCY GRANTS
1515 Sec. 61.511. PHYSICIAN RESIDENCY MATCHING GRANT PROGRAM.
1616 (a) The board shall establish and administer the physician
1717 residency matching grant program to provide matching grants to
1818 eligible residency programs at health care entities, including
1919 academic medical centers, nonprofit community hospitals, county
2020 health systems, and community health clinics, that apply to the
2121 board in the manner prescribed by the board.
2222 (b) The board may provide grants only to support physician
2323 residency positions created on or after January 1, 2010, in fields
2424 of medicine experiencing shortages, as determined by the statewide
2525 health coordinating council created under Chapter 104, Health and
2626 Safety Code.
2727 (c) The board shall award grants:
2828 (1) based on each residency program's history or
2929 likelihood of placing residents in underserved communities after
3030 the residency program is completed; and
3131 (2) in amounts that are proportional to the amount of
3232 funding that each residency position will receive from community
3333 collaborative groups.
3434 (d) The board shall award grants for all residency positions
3535 awarded a grant under this section in the preceding year before
3636 awarding a grant for a residency position that did not receive a
3737 grant in the preceding year.
3838 (e) A grant received by a health care entity under this
3939 section may be used only to pay:
4040 (1) the faculty costs of educating a resident that are
4141 not covered by appropriations under the graduate medical education
4242 formula, not to exceed the average statewide faculty cost of
4343 educating a resident as determined by the board; and
4444 (2) the salaries of resident physicians in the
4545 appropriate programs.
4646 (f) The grant program may provide funding of not more than
4747 $65,000 a year for each residency position for not more than 420
4848 residency positions each year.
4949 (g) In each state fiscal biennium following the 2010-2011
5050 biennium, the amount of a grant under this section for a residency
5151 position for which a grant was awarded under this section in the
5252 preceding biennium may not exceed the amount of the grant for that
5353 residency position under this section in that preceding biennium by
5454 an amount that exceeds the increase in funding for each graduate
5555 medical education position under the graduate medical education
5656 formula in the applicable General Appropriations Act. Grants may
5757 be awarded in that biennium for additional residency positions that
5858 were not funded by grants under this section in the preceding
5959 biennium, subject to Subsection (f).
6060 (h) The board shall adopt rules for the administration of
6161 this section.
6262 SECTION 2. This Act takes effect September 1, 2009.
