                    BILL ANALYSIS             H.B. 3068     By: Bohac     Public Safety     Committee Report (Unamended)          BACKGROUND AND PURPOSE   Currently, members of the legislature are not provided reports regarding the release of sex offenders residing in their district. If members were to receive electronic notification regarding this they could better understand the impact to their communities.   HB 3068 would require the Department of Public Safety to provide to members of the legislature, if requested, an electronic report of sex offenders released from custody which would reside in their district.   RULEMAKING AUTHORITY   It is the committee's opinion that this resolution does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution.    ANALYSIS   HB 3068 would amend the Code of Criminal Procedure to require the Texas Department of Public Safety to provide an electronic mailing list for members of the legislature who wish to receive notifications regarding the residency of sex offenders within their district. This bill states that the Department of Public Safety will provide specific public information regarding the movement and residency of all registered sex offenders via electronic mailing list.   EFFECTIVE DATE   September 1, 2009.

ANALYSIS

 

HB 3068 would amend the Code of Criminal Procedure to require the Texas Department of Public Safety to provide an electronic mailing list for members of the legislature who wish to receive notifications regarding the residency of sex offenders within their district. This bill states that the Department of Public Safety will provide specific public information regarding the movement and residency of all registered sex offenders via electronic mailing list.
