| 7 | 7 | | relating to the number of license plates to be issued for and |

| 8 | 8 | | displayed on a motor vehicle. |

| 9 | 9 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 10 | 10 | | SECTION 1. Subchapter A, Chapter 502, Transportation Code, |
|---|
| 11 | 11 | | is amended by adding Section 502.010 to read as follows: |
|---|
| 12 | 12 | | Sec. 502.010. ISSUANCE AND DISPLAY OF LICENSE PLATE. (a) |
|---|
| 13 | 13 | | Notwithstanding anything in this code to the contrary, including |
|---|
| 14 | 14 | | Section 502.180, the department shall issue only one license plate |
|---|
| 15 | 15 | | for attachment at the rear of the vehicle for which the plate is |
|---|
| 16 | 16 | | issued. |
|---|
| 17 | 17 | | (b) Notwithstanding anything in this code to the contrary, |
|---|
| 18 | 18 | | including Section 502.404(a), a person is entitled to operate on a |
|---|
| 19 | 19 | | public highway a vehicle that displays only one license plate if the |
|---|
| 20 | 20 | | plate is attached at the rear of the vehicle. A person may operate |
|---|
| 21 | 21 | | on a public highway a vehicle that displays two license plates if |
|---|
| 22 | 22 | | both plates were assigned by the department for the registration |
|---|
| 23 | 23 | | period as a set of plates. |
|---|
| 24 | 24 | | (c) In any provision of this code that relates to the |
|---|
| 25 | 25 | | issuance or display of "license plates," "plates," or a "set of |
|---|
| 26 | 26 | | plates," the term means only one license plate. |
|---|
| 27 | 27 | | SECTION 2. The change in law made by this Act regarding the |
|---|
| 28 | 28 | | issuance of license plates by the Texas Department of |
|---|
| 29 | 29 | | Transportation applies only to the issuance of license plates by |
|---|
| 30 | 30 | | the department for a registration period beginning on or after the |
|---|
| 31 | 31 | | effective date of this Act. For a registration period that begins |
|---|
| 32 | 32 | | before the effective date of this Act, the department shall issue |
|---|
| 33 | 33 | | license plates as required by the law in effect immediately before |
|---|
| 34 | 34 | | the effective date of this Act, and the former law is continued in |
|---|
| 35 | 35 | | effect for that purpose. |
|---|
| 36 | 36 | | SECTION 3. This Act takes effect September 1, 2009. |
