66 AN ACT
77 relating to the instruction of American Sign Language in public
88 high schools.
99 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1010 SECTION 1. Sections 28.002(a) and (e), Education Code, are
1111 amended to read as follows:
1212 (a) Each school district that offers kindergarten through
1313 grade 12 shall offer, as a required curriculum:
1414 (1) a foundation curriculum that includes:
1515 (A) English language arts;
1616 (B) mathematics;
1717 (C) science; and
1818 (D) social studies, consisting of Texas, United
1919 States, and world history, government, and geography; and
2020 (2) an enrichment curriculum that includes:
2121 (A) to the extent possible, subject to Subsection
2222 (e), languages other than English;
2323 (B) health, with emphasis on the importance of
2424 proper nutrition and exercise;
2525 (C) physical education;
2626 (D) fine arts;
2727 (E) economics, with emphasis on the free
2828 enterprise system and its benefits;
2929 (F) career and technology education;
3030 (G) technology applications; and
3131 (H) religious literature, including the Hebrew
3232 Scriptures (Old Testament) and New Testament, and its impact on
3333 history and literature.
3434 (e) American Sign Language is a language for purposes of
3535 Subsection (a)(2)(A). A public high school may offer an elective
3636 course in the language. The elective high school course may be
3737 offered through teleconferencing or another electronic means.
3838 SECTION 2. This Act applies beginning with the 2010-2011
3939 school year.
4040 SECTION 3. This Act takes effect immediately if it receives
4141 a vote of two-thirds of all the members elected to each house, as
4242 provided by Section 39, Article III, Texas Constitution. If this
4343 Act does not receive the vote necessary for immediate effect, this
4444 Act takes effect September 1, 2009.
