| 9 | 9 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 10 | 10 | | SECTION 1. Subchapter A, Chapter 411, Government Code, is |
|---|
| 11 | 11 | | amended by adding Section 411.0203 to read as follows: |
|---|
| 12 | 12 | | Sec. 411.0203. SAFE SCHOOLS UNIT. (a) The commission shall |
|---|
| 13 | 13 | | establish a safe schools unit pilot program in the department for |
|---|
| 14 | 14 | | the 2010-2011 school year to provide school districts in counties |
|---|
| 15 | 15 | | that participate in the program with information and other |
|---|
| 16 | 16 | | assistance concerning the issues of juvenile delinquency, juvenile |
|---|
| 17 | 17 | | substance abuse, and other law enforcement issues that affect |
|---|
| 18 | 18 | | school districts. |
|---|
| 19 | 19 | | (b) Not later than February 1, 2010, the director shall |
|---|
| 20 | 20 | | select five counties to participate in the pilot program. The |
|---|
| 21 | 21 | | director may select only a county that has a population of less than |
|---|
| 22 | 22 | | 500,000. At least one of the counties the director selects must |
|---|
| 23 | 23 | | have a population of more than 190,000, be located along the |
|---|
| 24 | 24 | | southern portion of the border between this state and Mexico, and |
|---|
| 25 | 25 | | contain a municipality with a population of more than 175,000. Each |
|---|
| 26 | 26 | | school district in a participating county shall participate in the |
|---|
| 27 | 27 | | pilot program. |
|---|
| 28 | 28 | | (c) The director shall administer the pilot program and |
|---|
| 29 | 29 | | adopt rules to implement and administer the program. In adopting |
|---|
| 30 | 30 | | rules, the director shall ensure that the pilot program addresses |
|---|
| 31 | 31 | | law enforcement issues that affect school districts, including the |
|---|
| 32 | 32 | | prevention of and intervention in juvenile delinquency and |
|---|
| 33 | 33 | | substance abuse. |
|---|
| 34 | 34 | | (d) This section expires August 31, 2011. |
|---|
| 35 | 35 | | SECTION 2. As soon as practicable after the effective date |
|---|
| 36 | 36 | | of this Act, the public safety director shall adopt rules as |
|---|
| 37 | 37 | | necessary to implement Section 411.0203, Government Code, as added |
|---|
| 38 | 38 | | by this Act. |

| 39 | 39 | | SECTION 3. This Act takes effect September 1, 2009. |
