7 | 7 | | relating to assessing the effectiveness of certain developmental |

8 | 8 | | education courses for students enrolled in public institutions of |
---|
9 | 9 | | higher education. |

10 | 10 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

11 | 11 | | SECTION 1. Section 51.3062, Education Code, is amended by |
---|
12 | 12 | | adding Subsection (o-1) to read as follows: |

13 | 13 | | (o-1) As part of its evaluation under Subsection (o), the |
---|
14 | 14 | | board shall examine the success rates of students taking |
---|
15 | 15 | | developmental coursework through alternative methods to |
---|
16 | 16 | | traditional semester-long courses, including through intensive or |
---|
17 | 17 | | flexible courses of substantially shorter duration, and shall |
---|
18 | 18 | | compare those success rates with the success rates of students |
---|
19 | 19 | | taking developmental coursework through traditional courses. In |
---|
20 | 20 | | comparing success rates, the board shall analyze student |
---|
21 | 21 | | performance on subsequent assessment instruments and academic |
---|
22 | 22 | | coursework and student retention and degree program completion |
---|
23 | 23 | | rates. The board shall periodically make recommendations to each |
---|
24 | 24 | | institution of higher education regarding developmental coursework |
---|
25 | 25 | | offered through alternative methods based on the board's evaluation |
---|
26 | 26 | | under this subsection. |
---|
27 | 27 | | SECTION 2. This Act takes effect immediately if it receives |
---|
28 | 28 | | a vote of two-thirds of all the members elected to each house, as |
---|
29 | 29 | | provided by Section 39, Article III, Texas Constitution. If this |
---|
30 | 30 | | Act does not receive the vote necessary for immediate effect, this |
---|
31 | 31 | | Act takes effect September 1, 2009. |
