55 A BILL TO BE ENTITLED
66 AN ACT
77 relating to assessing the effectiveness of certain developmental
88 education courses for students enrolled in public institutions of
99 higher education.
1010 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1111 SECTION 1. Section 51.3062, Education Code, is amended by
1212 adding Subsection (o-1) to read as follows:
1313 (o-1) As part of its evaluation under Subsection (o), the
1414 board shall examine the success rates of students taking
1515 developmental coursework through alternative methods to
1616 traditional semester-long courses, including through intensive or
1717 flexible courses of substantially shorter duration, and shall
1818 compare those success rates with the success rates of students
1919 taking developmental coursework through traditional courses. In
2020 comparing success rates, the board shall analyze student
2121 performance on subsequent assessment instruments and academic
2222 coursework and student retention and degree program completion
2323 rates. The board shall periodically make recommendations to each
2424 institution of higher education regarding developmental coursework
2525 offered through alternative methods based on the board's evaluation
2626 under this subsection.
2727 SECTION 2. This Act takes effect immediately if it receives
2828 a vote of two-thirds of all the members elected to each house, as
2929 provided by Section 39, Article III, Texas Constitution. If this
3030 Act does not receive the vote necessary for immediate effect, this
3131 Act takes effect September 1, 2009.
