9 | 9 | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: | |
10 | 10 | SECTION 1. MORATORIUM ON TOLLS BY TEXAS DEPARTMENT OF | |
11 | 11 | TRANSPORTATION. The Texas Department of Transportation may not | |
12 | 12 | impose a toll for the use of any portion of a highway or roadway in | |
13 | 13 | the state highway system that did not have a toll in effect on or | |
14 | 14 | before the effective date of this Act. | |
15 | 15 | SECTION 2. EXPIRATION. This Act expires September 1, 2011. | |
16 | 16 | SECTION 3. EFFECTIVE DATE. This Act takes effect | |
17 | 17 | immediately if it receives a vote of two-thirds of all the members | |
18 | 18 | elected to each house, as provided by Section 39, Article III, Texas | |
19 | 19 | Constitution. If this Act does not receive the vote necessary for | |
20 | 20 | immediate effect, this Act takes effect September 1, 2009. |
