77 relating to computation of a public high school student's grade
88 point average.
99 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1010 SECTION 1. Section 28.0252(b), Education Code, is amended
1111 to read as follows:
1212 (b) If the commissioner develops a standard method under
1313 this section, a school district shall use the standard method to
1414 compute a student's high school grade point average[, except that
1515 to the extent of a conflict between that method and the method
1616 adopted under Section 51.807, the student's grade point average
1717 computed in accordance with the method established under Section
1818 51.807 shall be used in determining the student's eligibility for
1919 university admission under Subchapter U, Chapter 51].
2020 SECTION 2. Section 51.807, Education Code, as amended by
2121 Chapters 941 (H.B. 3826) and 1369 (H.B. 3851), Acts of the 80th
2222 Legislature, Regular Session, 2007, is reenacted and amended to
2323 read as follows:
2424 Sec. 51.807. RULEMAKING. [(a) To ensure a uniform standard
2525 for admissions under this subchapter, the Texas Higher Education
2626 Coordinating Board shall adopt rules establishing a standard method
2727 for computing a student's high school grade point average. The
2828 method established under this subsection:
2929 [(1) must:
3030 [(A) be based on a four-point scale; and
3131 [(B) assign additional weight for each honors
3232 course, advanced placement course, international baccalaureate
3333 course, or dual credit course completed by the student as the board
3434 considers appropriate, taking into consideration the academic
3535 rigor of each course completed by the student; and
3636 [(2) may result in a student having a grade point
3737 average higher than 4.0 on a four-point scale as a result of the
3838 assignment of additional weight for one or more courses completed
3939 by a student under Subdivision (1)(B).
4040 [(b) The Texas Higher Education Coordinating Board, after
4141 consulting with the Texas Education Agency, by rule shall establish
4242 standards for determining for purposes of this subchapter:
4343 [(1) whether a private high school is accredited by a
4444 generally recognized accrediting organization; and
4545 [(2) whether a person completed a high school
4646 curriculum that is equivalent in content and rigor to the
4747 curriculum requirements established under Section 28.025 for the
4848 recommended or advanced high school program.
4949 [(c)] The board may adopt [other] rules relating to the
5050 operation of admissions programs under this subchapter[, including
5151 rules relating to the identification of eligible students.
5252 [(d) The standard method established under Subsection (a)
5353 for computing a student's high school grade point average applies
5454 to computing the grade point average of a student applying as a
5555 first-time freshman for admission to a general academic teaching
5656 institution beginning with admissions for the 2009 fall semester.
5757 This subsection expires January 1, 2010].
5858 SECTION 3. The change in law made by this Act applies
5959 beginning with admissions to a general academic teaching
6060 institution for the 2010-2011 academic year. Admissions for an
6161 academic period preceding that academic year are covered by the law
6262 in effect immediately before the effective date of this Act, and the
6363 prior law is continued in effect for that purpose.
6464 SECTION 4. This Act takes effect September 1, 2009.
