| 7 | 7 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 8 | 8 | | SECTION 1. Chapter 88, Education Code, is amended by adding |
|---|
| 9 | 9 | | Subchapter K to read as follows: |
|---|
| 10 | 10 | | SUBCHAPTER K. TEXAS AGRILIFE EXTENSION SERVICE |
|---|
| 11 | 11 | | Sec. 88.821. DEFINITION. In this subchapter, "extension |
|---|
| 12 | 12 | | service" means the Texas AgriLife Extension Service. |
|---|
| 13 | 13 | | Sec. 88.822. PROGRAM REPORTS. (a) The extension service |
|---|
| 14 | 14 | | shall make a presentation to the commissioner of education, the |
|---|
| 15 | 15 | | commissioner of agriculture, and the commissioner of the Department |
|---|
| 16 | 16 | | of State Health Services and shall provide copies of reports to the |
|---|
| 17 | 17 | | Texas Education Agency, the Department of Agriculture, and the |
|---|
| 18 | 18 | | Department of State Health Services, and any council in which |
|---|
| 19 | 19 | | representatives from all three of those agencies are members, on |
|---|
| 20 | 20 | | the following programs: |
|---|
| 21 | 21 | | (1) the Expanded Food and Nutrition Education Program |
|---|
| 22 | 22 | | (EFNEP), which provides nutrition education for economically |
|---|
| 23 | 23 | | disadvantaged parents of young children; |
|---|
| 24 | 24 | | (2) the Better Living for Texans (BLT) program, a |
|---|
| 25 | 25 | | component of the national Supplemental Nutrition Assistance |
|---|
| 26 | 26 | | Program (SNAP), which provides education programs to food stamp |
|---|
| 27 | 27 | | recipients, applicants, and other approved audiences to help |
|---|
| 28 | 28 | | improve their ability to plan and prepare nutritious meals, stretch |
|---|
| 29 | 29 | | food dollars, and prepare and store food safely; and |
|---|
| 30 | 30 | | (3) other similar programs as determined by the |
|---|
| 31 | 31 | | extension service. |
|---|
| 32 | 32 | | (b) Not later than December 15 of each even-numbered year, |
|---|
| 33 | 33 | | the extension service shall provide a copy of each report described |
|---|
| 34 | 34 | | by Subsection (a) to the legislature. |
|---|
| 35 | 35 | | (c) This section does not affect any other requirement for |
|---|
| 36 | 36 | | the extension service to make a report to any state or federal |
|---|
| 37 | 37 | | agency. |
|---|
| 38 | 38 | | SECTION 2. This Act takes effect immediately if it receives |
|---|
| 39 | 39 | | a vote of two-thirds of all the members elected to each house, as |
|---|
| 40 | 40 | | provided by Section 39, Article III, Texas Constitution. If this |
|---|
| 41 | 41 | | Act does not receive the vote necessary for immediate effect, this |
|---|
| 42 | 42 | | Act takes effect September 1, 2009. |
