| 7 | 7 | | relating to a study conducted by the Texas Department of |
|---|
| 8 | 8 | | Transportation regarding traffic-control signalization. |
|---|
| 9 | 9 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 10 | 10 | | SECTION 1. Chapter 544, Transportation Code, is amended by |
|---|
| 11 | 11 | | adding Section 544.013 to read as follows: |
|---|
| 12 | 12 | | Sec. 544.013. STUDY. (a) The department shall conduct a |
|---|
| 13 | 13 | | study regarding improvement of traffic-control signalization. |
|---|
| 14 | 14 | | (b) In conducting the study, the department shall consider: |
|---|
| 15 | 15 | | (1) methods to promote more efficient traffic flow, |
|---|
| 16 | 16 | | including a reduction in vehicle idling time, by: |
|---|
| 17 | 17 | | (A) synchronizing or eliminating traffic-control |
|---|
| 18 | 18 | | signals; |
|---|
| 19 | 19 | | (B) adopting smart light technologies, including |
|---|
| 20 | 20 | | cameras; and |
|---|
| 21 | 21 | | (C) adopting alternatives to red light signals; |
|---|
| 22 | 22 | | (2) the funding sources available to municipalities |
|---|
| 23 | 23 | | wishing to implement new traffic control programs; and |
|---|
| 24 | 24 | | (3) the economic and environmental effects of idling |
|---|
| 25 | 25 | | vehicles. |
|---|
| 26 | 26 | | (c) The department may not spend more than $200,000 on the |
|---|
| 27 | 27 | | study conducted under this section. |
|---|
| 28 | 28 | | (d) Not later than December 1, 2010, the department shall |
|---|
| 29 | 29 | | report the results of the study conducted under this section to the |
|---|
| 30 | 30 | | governor, the lieutenant governor, the speaker of the house of |
|---|
| 31 | 31 | | representatives, and the appropriate oversight committees of each |
|---|
| 32 | 32 | | house of the legislature. |
|---|
| 33 | 33 | | (e) This section expires September 1, 2011. |
|---|
| 34 | 34 | | SECTION 2. This Act takes effect immediately if it receives |
|---|
| 35 | 35 | | a vote of two-thirds of all the members elected to each house, as |
|---|
| 36 | 36 | | provided by Section 39, Article III, Texas Constitution. If this |
|---|
| 37 | 37 | | Act does not receive the vote necessary for immediate effect, this |
|---|
| 38 | 38 | | Act takes effect September 1, 2009. |
