55 A BILL TO BE ENTITLED
66 AN ACT
77 relating to a study conducted by the Texas Department of
88 Transportation regarding traffic-control signalization.
99 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1010 SECTION 1. Chapter 544, Transportation Code, is amended by
1111 adding Section 544.013 to read as follows:
1212 Sec. 544.013. STUDY. (a) The department shall conduct a
1313 study regarding improvement of traffic-control signalization.
1414 (b) In conducting the study, the department shall consider:
1515 (1) methods to promote more efficient traffic flow,
1616 including a reduction in vehicle idling time, by:
1717 (A) synchronizing or eliminating traffic-control
1818 signals;
1919 (B) adopting smart light technologies, including
2020 cameras; and
2121 (C) adopting alternatives to red light signals;
2222 (2) the funding sources available to municipalities
2323 wishing to implement new traffic control programs; and
2424 (3) the economic and environmental effects of idling
2525 vehicles.
2626 (c) The department may not spend more than $200,000 on the
2727 study conducted under this section.
2828 (d) Not later than December 1, 2010, the department shall
2929 report the results of the study conducted under this section to the
3030 governor, the lieutenant governor, the speaker of the house of
3131 representatives, and the appropriate oversight committees of each
3232 house of the legislature.
3333 (e) This section expires September 1, 2011.
3434 SECTION 2. This Act takes effect immediately if it receives
3535 a vote of two-thirds of all the members elected to each house, as
3636 provided by Section 39, Article III, Texas Constitution. If this
3737 Act does not receive the vote necessary for immediate effect, this
3838 Act takes effect September 1, 2009.
