99 relating to the career ladder for certain prison industry workers.
1010 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1111 SECTION 1. Section 493.007, Government Code, is amended by
1212 amending Subsection (a) and adding Subsection (e) to read as
1313 follows:
1414 (a) The executive director shall develop an intraagency
1515 career ladder program. The career ladder program developed under
1616 this subsection must include prison industry workers. The program
1717 must [shall] require intraagency postings of all nonentry level
1818 positions concurrently with any public postings.
1919 (e) In this section, "prison industry worker" means a
2020 department employee, other than a correctional officer, who is
2121 assigned to work on a program or project established under Chapter
2222 497 and whose job on a regular basis requires routine contact with
2323 state jail defendants or inmates confined in facilities operated by
2424 or under contract with the department. The term includes a farm
2525 manager, livestock supervisor, maintenance foreman, shop foreman,
2626 medical assistant, food service supervisor, steward, education
2727 consultant, commodity specialist, truck driver, or correctional
2828 counselor.
2929 SECTION 2. The Texas Department of Criminal Justice shall
3030 use the career ladder program developed under Section 493.007(a),
3131 Government Code, as amended by this Act, for any person who becomes
3232 employed by the department as a prison industry worker or who
3333 becomes eligible for promotion by the department as a prison
3434 industry worker on or after the effective date of this Act.
3535 SECTION 3. This Act takes effect September 1, 2009.
