9 | 9 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

10 | 10 | | SECTION 1. Subchapter D, Chapter 96, Education Code, is |
---|
11 | 11 | | amended by adding Section 96.66 to read as follows: |
---|
12 | 12 | | Sec. 96.66. PUBLIC EDUCATION MANAGEMENT INSTITUTE OF TEXAS. |

13 | 13 | | (a) In this section: |
---|
14 | 14 | | (1) "Fund" means the Public Education Management |
---|
15 | 15 | | Institute of Texas fund. |
---|
16 | 16 | | (2) "Institute" means the Public Education Management |
---|
17 | 17 | | Institute of Texas. |
---|
18 | 18 | | (3) "Public school administrator" means a person who |
---|
19 | 19 | | holds or seeks employment with a school district for which the |
---|
20 | 20 | | person is required to be certified as an administrator under |
---|
21 | 21 | | Subchapter B, Chapter 21. |
---|
22 | 22 | | (b) The Public Education Management Institute of Texas is |
---|
23 | 23 | | created for the training of public school administrators. The |
---|
24 | 24 | | headquarters of the institute are at Sam Houston State University. |
---|
25 | 25 | | The institute is under the supervision and direction of the |
---|
26 | 26 | | president of Sam Houston State University and shall be operated and |
---|
27 | 27 | | managed as a joint program among Sam Houston State University, the |
---|
28 | 28 | | University of North Texas, and Texas State University--San Marcos. |
---|
29 | 29 | | (c) Any public school administrator in this state, whether |
---|
30 | 30 | | or not the person is sponsored by an employing school district, may |
---|
31 | 31 | | participate in an institute training program. The costs of |
---|
32 | 32 | | participating in an institute training program by a person who is a |
---|
33 | 33 | | resident of this state, including the costs of tuition, books, |
---|
34 | 34 | | room, board, and travel, shall be paid from the fund. The president |
---|
35 | 35 | | of Sam Houston State University shall establish reasonable charges |
---|
36 | 36 | | for participation in an institute training program by a person who |
---|
37 | 37 | | is not a resident of this state. |
---|
38 | 38 | | (d) The fund is in the state treasury. The president of Sam |
---|
39 | 39 | | Houston State University shall use the fund in administering the |
---|
40 | 40 | | institute. |
---|
41 | 41 | | (e) The board of regents of the Texas State University |
---|
42 | 42 | | System may acquire, purchase, construct, improve, renovate, |
---|
43 | 43 | | enlarge, or equip property, buildings, structures, facilities, |
---|
44 | 44 | | roads, or related infrastructure for the institute to be financed |
---|
45 | 45 | | by the issuance of bonds in accordance with Subchapter B, Chapter |
---|
46 | 46 | | 55. The board of regents may pledge irrevocably to the payment of |
---|
47 | 47 | | those bonds a portion of the proceeds of the fund. The amount of a |
---|
48 | 48 | | pledge made under this subsection may not be reduced or abrogated |
---|
49 | 49 | | while the bonds for which the pledge is made, or bonds issued to |
---|
50 | 50 | | refund those bonds, are outstanding. |
---|
51 | 51 | | (f) The State Board for Educator Certification shall accept |
---|
52 | 52 | | completion of an institute training program by a public school |
---|
53 | 53 | | administrator as meeting, for the year in which the administrator |
---|
54 | 54 | | completes the program, the administrator's continuing education |
---|
55 | 55 | | requirement under rules proposed under Section 21.054. |
---|
56 | 56 | | (g) At the request of a public school administrator who |
---|
57 | 57 | | completes an institute training program, an institution of higher |
---|
58 | 58 | | education identified in Subsection (b) shall award the person up to |
---|
59 | 59 | | 12 hours of credit towards a graduate degree in education. A public |
---|
60 | 60 | | school administrator is not entitled to credit under this |
---|
61 | 61 | | subsection at more than one institution of higher education. |
---|
62 | 62 | | (h) The president of Sam Houston State University may |
---|
63 | 63 | | establish rules relating to the institute. |
---|
64 | 64 | | SECTION 2. Not later than January 1, 2010, Sam Houston State |
---|
65 | 65 | | University, in cooperation with the University of North Texas and |
---|
66 | 66 | | Texas State University--San Marcos, shall establish the Public |
---|
67 | 67 | | Education Management Institute of Texas, as required by Section |
---|
68 | 68 | | 96.66, Education Code, as added by this Act. Not later than January |
---|
69 | 69 | | 1, 2011, the Public Education Management Institute of Texas shall |
---|
70 | 70 | | begin offering training programs to public school administrators. |
---|
71 | 71 | | SECTION 3. This Act takes effect immediately if it receives |
---|
72 | 72 | | a vote of two-thirds of all the members elected to each house, as |
---|
73 | 73 | | provided by Section 39, Article III, Texas Constitution. If this |
---|
74 | 74 | | Act does not receive the vote necessary for immediate effect, this |
---|
75 | 75 | | Act takes effect September 1, 2009. |
