7 | 7 | | relating to the duties of and qualifications for public school |
---|
8 | 8 | | principals. |
---|
9 | 9 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

10 | 10 | | SECTION 1. Section 11.202(b), Education Code, is amended to |
---|
11 | 11 | | read as follows: |
---|
12 | 12 | | (b) Each principal shall: |
---|
13 | 13 | | (1) except as provided by Subsection (d), approve all |
---|
14 | 14 | | teacher and staff appointments for that principal's campus from a |
---|
15 | 15 | | pool of applicants selected by the district or of applicants who |
---|
16 | 16 | | meet the hiring requirements established by the district, based on |
---|
17 | 17 | | criteria developed by the principal after informal consultation |
---|
18 | 18 | | with the faculty; |
---|
19 | 19 | | (2) set specific education objectives for the |
---|
20 | 20 | | principal's campus, through the planning process under Section |
---|
21 | 21 | | 11.253; |
---|
22 | 22 | | (3) develop budgets for the principal's campus; |
---|
23 | 23 | | (4) assume the administrative responsibility and |
---|
24 | 24 | | instructional leadership, under the supervision of the |
---|
25 | 25 | | superintendent, for discipline at the campus; |
---|
26 | 26 | | (5) assign, evaluate, and promote personnel assigned |
---|
27 | 27 | | to the campus; |
---|
28 | 28 | | (6) recommend to the superintendent the termination or |
---|
29 | 29 | | suspension of an employee assigned to the campus or the nonrenewal |
---|
30 | 30 | | of the term contract of an employee assigned to the campus; [and] |
---|
31 | 31 | | (7) ensure that each educator assigned to the campus |
---|
32 | 32 | | receives appropriate and sufficient professional development; |
---|
33 | 33 | | (8) ensure that each teacher assigned to the campus |
---|
34 | 34 | | has the necessary educational and related materials for the teacher |
---|
35 | 35 | | to accomplish the teacher's assigned duties; |
---|
36 | 36 | | (9) ensure that the campus personnel, facilities, and |
---|
37 | 37 | | grounds are managed in a manner that serves excellence in |
---|
38 | 38 | | instruction in a safe and clean environment; and |
---|
39 | 39 | | (10) perform other duties assigned by the |
---|
40 | 40 | | superintendent pursuant to the policy of the board of trustees. |
---|
41 | 41 | | SECTION 2. Section 21.046(b), Education Code, is amended to |
---|
42 | 42 | | read as follows: |
---|
43 | 43 | | (b) The qualifications for certification as a principal |
---|
44 | 44 | | must be sufficiently flexible so that an outstanding teacher may |
---|
45 | 45 | | qualify by substituting approved experience and professional |
---|
46 | 46 | | training for part of the educational requirements. Supervised and |
---|
47 | 47 | | approved on-the-job experience in addition to required internship |
---|
48 | 48 | | shall be accepted in lieu of classroom hours. The qualifications |
---|
49 | 49 | | must emphasize: |
---|
50 | 50 | | (1) instructional leadership; |
---|
51 | 51 | | (2) administration, supervision, and communication |
---|
52 | 52 | | skills; |
---|
53 | 53 | | (3) curriculum and instruction management; |
---|
54 | 54 | | (4) performance evaluation; |
---|
55 | 55 | | (5) organization; [and] |
---|
56 | 56 | | (6) fiscal management; |
---|
57 | 57 | | (7) professional development; |
---|
58 | 58 | | (8) human resources management; |
---|
59 | 59 | | (9) employment law; and |
---|
60 | 60 | | (10) local, state, and national workplace safety |
---|
61 | 61 | | standards. |

62 | 62 | | SECTION 3. This Act takes effect September 1, 2009. |
