| 7 | 7 | | relating to shipping coordination services for state agencies. |

| 8 | 8 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 9 | 9 | | SECTION 1. Chapter 2172, Government Code, is amended by |
|---|
| 10 | 10 | | adding Section 2172.007 to read as follows: |
|---|
| 11 | 11 | | Sec. 2172.007. SHIPPING COORDINATION SERVICES. (a) The |
|---|
| 12 | 12 | | comptroller shall contract with a vendor to provide shipping |
|---|
| 13 | 13 | | coordination services to all state agencies. The vendor shall |
|---|
| 14 | 14 | | arrange the shipment of goods, parcels, and freight using the |
|---|
| 15 | 15 | | shipping company that provides the lowest cost or best value to the |
|---|
| 16 | 16 | | agency for the shipment. |
|---|
| 17 | 17 | | (b) A state agency shall arrange all shipments of goods, |
|---|
| 18 | 18 | | parcels, and freight using the vendor under this section. |
|---|
| 19 | 19 | | (c) The vendor under this section shall maintain a record of |
|---|
| 20 | 20 | | each shipment arranged for a state agency, including the cost of the |
|---|
| 21 | 21 | | shipment, the type of goods, parcels, or freight shipped, and the |
|---|
| 22 | 22 | | weight of the goods, parcels, or freight shipped. |
|---|
| 23 | 23 | | (d) In contracting for services under this section, the |
|---|
| 24 | 24 | | comptroller shall provide contracting opportunities for, and |
|---|
| 25 | 25 | | increase contract awards to, vendors that employ veterans or other |
|---|
| 26 | 26 | | persons with disabilities whose products and services are available |
|---|
| 27 | 27 | | under Chapter 122, Human Resources Code. |
|---|
| 28 | 28 | | SECTION 2. This Act takes effect immediately if it receives |
|---|
| 29 | 29 | | a vote of two-thirds of all the members elected to each house, as |
|---|
| 30 | 30 | | provided by Section 39, Article III, Texas Constitution. If this |
|---|
| 31 | 31 | | Act does not receive the vote necessary for immediate effect, this |
|---|
| 32 | 32 | | Act takes effect September 1, 2009. |
