77 relating to shipping coordination services for state agencies.
88 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
99 SECTION 1. Chapter 2172, Government Code, is amended by
1010 adding Section 2172.007 to read as follows:
1111 Sec. 2172.007. SHIPPING COORDINATION SERVICES. (a) The
1212 comptroller shall contract with a vendor to provide shipping
1313 coordination services to all state agencies. The vendor shall
1414 arrange the shipment of goods, parcels, and freight using the
1515 shipping company that provides the lowest cost or best value to the
1616 agency for the shipment.
1717 (b) A state agency shall arrange all shipments of goods,
1818 parcels, and freight using the vendor under this section.
1919 (c) The vendor under this section shall maintain a record of
2020 each shipment arranged for a state agency, including the cost of the
2121 shipment, the type of goods, parcels, or freight shipped, and the
2222 weight of the goods, parcels, or freight shipped.
2323 (d) In contracting for services under this section, the
2424 comptroller shall provide contracting opportunities for, and
2525 increase contract awards to, vendors that employ veterans or other
2626 persons with disabilities whose products and services are available
2727 under Chapter 122, Human Resources Code.
2828 SECTION 2. This Act takes effect immediately if it receives
2929 a vote of two-thirds of all the members elected to each house, as
3030 provided by Section 39, Article III, Texas Constitution. If this
3131 Act does not receive the vote necessary for immediate effect, this
3232 Act takes effect September 1, 2009.
