                    BILL ANALYSIS             H.B. 383     By: Heflin     County Affairs     Committee Report (Unamended)             BACKGROUND AND PURPOSE   Currently, under the Occupations Code, a county bail bond board is required to meet at least once a month or at the request of the presiding officer. It is unreasonable for counties that have a population less than 50,000 to have a meeting every month.   H.B. 383 allows counties with a population of less than 50,000 to meet when the presiding officer deems it is necessary to meet.      RULEMAKING AUTHORITY   It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution.      ANALYSIS   H.B. 383 amends the Occupations Code to create an exception to the requirement that a county bail bond board meet at least once a month and at the call of the presiding officer for a county with a population of less than 50,000 that requires the board to meet as needed at the call of the presiding officer.      EFFECTIVE DATE   On passage, or, if the act does not receive the necessary vote, the act takes effect September 1, 2009.
