 A BILL TO BE ENTITLED
 AN ACT
 relating to a study of the effectiveness of the success initiative
 assessment and developmental coursework requirements and the
 implementation of a pilot program regarding student readiness for
 college-level work.
 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
 SECTION 1. Section 51.3062, Education Code, is amended by
 adding Subsections (o-1) and (o-2) to read as follows:
 (o-1)  As a result of its evaluation under Subsection (o),
 the board shall establish pilot programs, using funds appropriated
 to the board, at institutions of higher education to develop
 innovative strategies for addressing a student's deficiencies in
 the student's readiness to perform freshman-level academic
 coursework.
 (o-2)  In connection with its evaluation under Subsection
 (o), the board shall perform an analysis of the effectiveness of the
 requirements of this section in efficiently meeting the needs of
 students in becoming ready to perform freshman-level academic
 coursework. The analysis must examine the effects of the
 requirements of this section on the progress and success of
 students who enroll in an institution of higher education. Based on
 the analysis, the board shall make recommendations for improving
 developmental coursework and assessments, including
 recommendations for legislation, and shall report its findings and
 recommendations to each institution of higher education and the
 legislature not later than November 1, 2010. This subsection
 expires January 1, 2011.
 SECTION 2. This Act takes effect immediately if it receives
 a vote of two-thirds of all the members elected to each house, as
 provided by Section 39, Article III, Texas Constitution. If this
 Act does not receive the vote necessary for immediate effect, this
 Act takes effect September 1, 2009.
