77 relating to a study of the effectiveness of the success initiative
88 assessment and developmental coursework requirements and the
99 implementation of a pilot program regarding student readiness for
1010 college-level work.
1111 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1212 SECTION 1. Section 51.3062, Education Code, is amended by
1313 adding Subsections (o-1) and (o-2) to read as follows:
1414 (o-1) As a result of its evaluation under Subsection (o),
1515 the board shall establish pilot programs, using funds appropriated
1616 to the board, at institutions of higher education to develop
1717 innovative strategies for addressing a student's deficiencies in
1818 the student's readiness to perform freshman-level academic
1919 coursework.
2020 (o-2) In connection with its evaluation under Subsection
2121 (o), the board shall perform an analysis of the effectiveness of the
2222 requirements of this section in efficiently meeting the needs of
2323 students in becoming ready to perform freshman-level academic
2424 coursework. The analysis must examine the effects of the
2525 requirements of this section on the progress and success of
2626 students who enroll in an institution of higher education. Based on
2727 the analysis, the board shall make recommendations for improving
2828 developmental coursework and assessments, including
2929 recommendations for legislation, and shall report its findings and
3030 recommendations to each institution of higher education and the
3131 legislature not later than November 1, 2010. This subsection
3232 expires January 1, 2011.
3333 SECTION 2. This Act takes effect immediately if it receives
3434 a vote of two-thirds of all the members elected to each house, as
3535 provided by Section 39, Article III, Texas Constitution. If this
3636 Act does not receive the vote necessary for immediate effect, this
3737 Act takes effect September 1, 2009.
