| 13 | 13 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 14 | 14 | | SECTION 1. Subchapter C, Chapter 551, Government Code, is |
|---|
| 15 | 15 | | amended by adding Section 551.0415 to read as follows: |
|---|
| 16 | 16 | | Sec. 551.0415. GOVERNING BODY OF MUNICIPALITY: REPORTS |
|---|
| 17 | 17 | | ABOUT ITEMS OF COMMUNITY INTEREST REGARDING WHICH NO ACTION WILL BE |
|---|
| 18 | 18 | | TAKEN. (a) Notwithstanding Sections 551.041 and 551.042, a quorum |
|---|
| 19 | 19 | | of the governing body of a municipality may receive from municipal |
|---|
| 20 | 20 | | staff and a member of the governing body may make a report about |
|---|
| 21 | 21 | | items of community interest during a meeting of the governing body |
|---|
| 22 | 22 | | without having given notice of the subject of the report as required |
|---|
| 23 | 23 | | by this subchapter if no action is taken and, except as provided by |
|---|
| 24 | 24 | | Section 551.042, possible action is not discussed regarding the |
|---|
| 25 | 25 | | information provided in the report. |
|---|
| 26 | 26 | | (b) For purposes of Subsection (a), "items of community |
|---|
| 27 | 27 | | interest" includes: |
|---|
| 28 | 28 | | (1) expressions of thanks, congratulations, or |
|---|
| 29 | 29 | | condolence; |
|---|
| 30 | 30 | | (2) information regarding holiday schedules; |
|---|
| 31 | 31 | | (3) an honorary or salutary recognition of a public |
|---|
| 32 | 32 | | official, public employee, or other citizen, except that a |
|---|
| 33 | 33 | | discussion regarding a change in the status of a person's public |
|---|
| 34 | 34 | | office or public employment is not an honorary or salutary |
|---|
| 35 | 35 | | recognition for purposes of this subdivision; |
|---|
| 36 | 36 | | (4) a reminder about an upcoming event organized or |
|---|
| 37 | 37 | | sponsored by the governing body; |
|---|
| 38 | 38 | | (5) information regarding a social, ceremonial, or |
|---|
| 39 | 39 | | community event organized or sponsored by an entity other than the |
|---|
| 40 | 40 | | governing body that was attended or is scheduled to be attended by a |
|---|
| 41 | 41 | | member of the governing body or an official or employee of the |
|---|
| 42 | 42 | | municipality; and |
|---|
| 43 | 43 | | (6) announcements involving the public health and |
|---|
| 44 | 44 | | safety of people in the municipality. |
|---|
| 45 | 45 | | SECTION 2. This Act takes effect September 1, 2009. |
