| 8 | 8 | | matching expenditures, and related legislation. |

| 9 | 9 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 10 | 10 | | SECTION 1. Subchapter B, Chapter 403, Government Code, is |
|---|
| 11 | 11 | | amended by adding Section 403.0303 to read as follows: |
|---|
| 12 | 12 | | Sec. 403.0303. ANALYSIS OF AVAILABLE FEDERAL MONEY. (a) |
|---|
| 13 | 13 | | For each state fiscal biennium, the comptroller shall prepare a |
|---|
| 14 | 14 | | report regarding federal money available to this state for |
|---|
| 15 | 15 | | state-federal matching expenditures and for other purposes. |
|---|
| 16 | 16 | | (b) The report must identify: |
|---|
| 17 | 17 | | (1) the amounts of state money expended each state |
|---|
| 18 | 18 | | fiscal year of the then current state fiscal biennium on each |
|---|
| 19 | 19 | | program or project that attracts federal matching money and the |
|---|
| 20 | 20 | | amount of federal matching money for each program; |
|---|
| 21 | 21 | | (2) for each of those programs identified under |
|---|
| 22 | 22 | | Subdivision (1), the maximum amount of federal matching money this |
|---|
| 23 | 23 | | state could qualify for during the succeeding state fiscal biennium |
|---|
| 24 | 24 | | and the amount of expenditures of state money necessary for this |
|---|
| 25 | 25 | | state to qualify for that maximum amount; |
|---|
| 26 | 26 | | (3) additional programs or projects for which this |
|---|
| 27 | 27 | | state could qualify for federal matching money during the |
|---|
| 28 | 28 | | succeeding state fiscal biennium and the amount of expenditures of |
|---|
| 29 | 29 | | state money necessary for this state to qualify for the maximum |
|---|
| 30 | 30 | | amount available for those programs or projects; and |
|---|
| 31 | 31 | | (4) the amount of money this state received in the then |
|---|
| 32 | 32 | | current state fiscal biennium from federal sources and a comparison |
|---|
| 33 | 33 | | of that amount to amounts received during that period by other |
|---|
| 34 | 34 | | states. |
|---|
| 35 | 35 | | (c) The report must include: |
|---|
| 36 | 36 | | (1) an analysis of legislation enacted by the |
|---|
| 37 | 37 | | legislature in the preceding two years that affects this state's |
|---|
| 38 | 38 | | ability to attract or qualify for money from federal sources; and |
|---|
| 39 | 39 | | (2) the comptroller's recommendations for changes in |
|---|
| 40 | 40 | | legislation or in this state's budget for the purpose of maximizing |
|---|
| 41 | 41 | | this state's receipt of money from federal sources. |
|---|
| 42 | 42 | | (d) On or before the first day the legislature convenes in a |
|---|
| 43 | 43 | | regular session, the comptroller shall publish the report prepared |
|---|
| 44 | 44 | | under this section on the comptroller's publicly available Internet |
|---|
| 45 | 45 | | website and provide the report to the governor, the lieutenant |
|---|
| 46 | 46 | | governor, and the speaker of the house of representatives. |
|---|
| 47 | 47 | | SECTION 2. This Act takes effect September 1, 2009. |
