A BILL TO BE ENTITLED
AN ACT
relating to the monitoring of electric generation offers in the
ERCOT power region.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
SECTION 1. Chapter 39, Utilities Code, is amended by adding
Section 39.1516 to read as follows:
SECTION 39.1516. In order to promote transparency in the
electricity market in ERCOT, the independent organization
governing the ERCOT power region shall disclose all offers in the
balancing energy market within forty-eight hours after the making
of such offers. The disclosure shall be made on the organization's
web site and shall include the identity of the generation entity
making the offer, the amount of the offer and the time periods for
which the offer was made. This section shall become effective on
September 1, 2009. The commission shall adopt rules as necessary to
implement this section.
