55 A BILL TO BE ENTITLED
66 AN ACT
77 relating to health and human services programs designed to assist
88 elderly individuals.
99 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1010 SECTION 1. The Health and Human Services Commission shall
1111 develop recommendations and implement policies designed to assist
1212 elderly individuals in the community, including:
1313 (1) reducing interest lists for community-based
1414 Medicaid waiver programs;
1515 (2) exploring strategies to support informal
1616 caregivers, including the provision of respite services;
1717 (3) streamlining the licensing, casework, and
1818 reporting requirements for community care providers;
1919 (4) supporting community-based and volunteer-driven
2020 initiatives to provide elderly individuals with services in the
2121 individuals' homes; and
2222 (5) supporting initiatives intended to help prevent
2323 accidents in the home that hasten the need for facility-based care,
2424 including fall prevention initiatives.
2525 SECTION 2. This Act takes effect immediately if it receives
2626 a vote of two-thirds of all the members elected to each house, as
2727 provided by Section 39, Article III, Texas Constitution. If this
2828 Act does not receive the vote necessary for immediate effect, this
2929 Act takes effect September 1, 2009.
