55 AN ACT
66 relating to authorizing the issuance of revenue bonds for Texas
77 A & M University System Health Science Center for the Health
88 Professions Education Center in Round Rock.
99 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1010 SECTION 1. Subchapter B, Chapter 55, Education Code, is
1111 amended by adding Section 55.1721 to read as follows:
1212 Sec. 55.1721. TEXAS A & M UNIVERSITY--HEALTH PROFESSIONS
1313 EDUCATION CENTER--ROUND ROCK. (a) In addition to the other
1414 authority granted under this subchapter, the board of regents of
1515 the Texas A & M University System may acquire, purchase, construct,
1616 improve, renovate, enlarge, or equip property, buildings,
1717 structures, or other facilities, including roads and related
1818 infrastructure, for Texas A & M University College of Medicine for
1919 the Health Professions Education Center -Round Rock, to be financed
2020 by the issuance of bonds in accordance with this subchapter and in
2121 accordance with a systemwide revenue financing program adopted by
2222 the board, in an aggregate principal amount not to exceed
2323 $60,000,000.
2424 (b) The board may pledge irrevocably to the payment of the
2525 bonds authorized by this section all or any part of the revenue
2626 funds of an institution, branch, or entity of the Texas A & M
2727 University System, including student tuition charges. The amount
2828 of a pledge made under this subsection may not be reduced or
2929 abrogated while the bonds for which the pledge is made, or bonds
3030 issued to refund those bonds, are outstanding.
3131 (c) If sufficient funds are not available to the board to
3232 meet its obligations under this section, the board may transfer
3333 funds among institutions, branches, and entities of the Texas A & M
3434 University System to ensure the most equitable and efficient
3535 allocation of available resources for each institution, branch, or
3636 entity to carry out its duties and purposes.
3737 SECTION 2. This Act takes effect immediately if it receives
3838 a vote of two-thirds of all the members elected to each house, as
3939 provided by Section 39, Article III, Texas Constitution. If this
4040 Act does not receive the vote necessary for immediate effect, this
4141 Act takes effect September 1, 2009.
