| 8 | 8 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 9 | 9 | | SECTION 1. Section 2306.097, Government Code, is amended to |
|---|
| 10 | 10 | | read as follows: |
|---|
| 11 | 11 | | Sec. 2306.097. ENERGY SERVICES PROGRAM FOR LOW-INCOME |
|---|
| 12 | 12 | | INDIVIDUALS. (a) The Energy Services Program for Low-Income |
|---|
| 13 | 13 | | Individuals shall operate in conjunction with the community |
|---|
| 14 | 14 | | services block grant program and has jurisdiction and |
|---|
| 15 | 15 | | responsibility for administration of the following elements of the |
|---|
| 16 | 16 | | State Low-Income Energy Assistance Program, from whatever sources |
|---|
| 17 | 17 | | funded: |
|---|
| 18 | 18 | | (1) the Energy Crisis Intervention Program; |
|---|
| 19 | 19 | | (2) the weatherization program; and |
|---|
| 20 | 20 | | (3) the Low-Income Home Energy Assistance Program. |
|---|
| 21 | 21 | | (b) Applications, forms, and educational materials for a |
|---|
| 22 | 22 | | program administered under Subsection (a)(1), (2), or (3) must be |
|---|
| 23 | 23 | | provided in English, Spanish, and any other appropriate language. |
|---|
| 24 | 24 | | SECTION 2. This Act takes effect immediately if it receives |
|---|
| 25 | 25 | | a vote of two-thirds of all the members elected to each house, as |
|---|
| 26 | 26 | | provided by Section 39, Article III, Texas Constitution. If this |
|---|
| 27 | 27 | | Act does not receive the vote necessary for immediate effect, this |
|---|
| 28 | 28 | | Act takes effect September 1, 2009. |
