7 | 7 | | relating to the organization, duties, and functions of the Texas |

8 | 8 | | Veterans Commission. |

9 | 9 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

10 | 10 | | SECTION 1. Section 434.014(a), Government Code, is amended |
---|
11 | 11 | | to read as follows: |
---|
12 | 12 | | (a) The executive director or the executive director's |
---|
13 | 13 | | designee shall develop a career ladder program. The program must |
---|
14 | 14 | | require that openings in all positions except entry level positions |
---|
15 | 15 | | be posted within the commission concurrently with any [for at least |
---|
16 | 16 | | 10 days before they are posted for the] public posting. |
---|
17 | 17 | | SECTION 2. Subchapter A, Chapter 434, Government Code, is |
---|
18 | 18 | | amended by adding Section 434.0161 to read as follows: |
---|
19 | 19 | | Sec. 434.0161. USE OF FUNDS TO SUPPORT OUTREACH AND |
---|
20 | 20 | | TRAINING. The commission may use appropriated funds to purchase, |
---|
21 | 21 | | for use at outreach and training functions: |
---|
22 | 22 | | (1) promotional items that include the agency's name |
---|
23 | 23 | | and contact information to be distributed to veterans; and |
---|
24 | 24 | | (2) food and beverages. |
---|
25 | 25 | | SECTION 3. Section 2167.001(b), Government Code, is amended |
---|
26 | 26 | | to read as follows: |
---|
27 | 27 | | (b) This chapter does not apply to: |
---|
28 | 28 | | (1) radio antenna space; |
---|
29 | 29 | | (2) residential space for a Texas Department of Mental |
---|
30 | 30 | | Health and Mental Retardation program; |
---|
31 | 31 | | (3) residential space for a Texas Youth Commission |
---|
32 | 32 | | program; |
---|
33 | 33 | | (4) space to be used for less than one month for |
---|
34 | 34 | | meetings, conferences, conventions, seminars, displays, |
---|
35 | 35 | | examinations, auctions, or similar purposes; |
---|
36 | 36 | | (5) district office space for members of the |
---|
37 | 37 | | legislature; |
---|
38 | 38 | | (6) space used by the Texas Workforce Commission; |
---|
39 | 39 | | (7) residential property acquired by the Texas |
---|
40 | 40 | | Department of Housing and Community Affairs or the Texas State |
---|
41 | 41 | | Affordable Housing Corporation that is offered for sale or rental |
---|
42 | 42 | | to individuals and families of low or very low income or families of |
---|
43 | 43 | | moderate income; [or] |
---|
44 | 44 | | (8) except as provided by Section 2167.007, classroom |
---|
45 | 45 | | and instructional space for an institution of higher education; or |
---|
46 | 46 | | (9) space leased by the Texas Veterans Commission to |
---|
47 | 47 | | administer the veterans employment services program. |
---|
48 | 48 | | SECTION 4. Section 2167.001(b), Government Code, as amended |
---|
49 | 49 | | by this Act, applies only to a lease agreement entered into on or |
---|
50 | 50 | | after the effective date of this Act. A lease agreement entered into |
---|
51 | 51 | | before the effective date of this Act is governed by the law in |
---|
52 | 52 | | effect at the time the lease agreement was entered into, and the |
---|
53 | 53 | | former law is continued in effect for that purpose. |
---|
54 | 54 | | SECTION 5. This Act takes effect September 1, 2009. |
