| 7 | 7 | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: | |
| 8 | 8 | SECTION 1. Sections 13.143(a) and (e), Election Code, are | |
| 9 | 9 | amended to read as follows: | |
| 10 | 10 | (a) Except as provided by Subsections (b) and (e), if an | |
| 11 | 11 | applicant's registration application is approved, the registration | |
| 12 | 12 | becomes effective on the 15th [30th] day after the date the | |
| 13 | 13 | application is submitted to the registrar or on the date the | |
| 14 | 14 | applicant becomes 18 years of age, whichever is later. | |
| 15 | 15 | (e) If the 15th [30th] day before the date of an election is | |
| 16 | 16 | a Saturday, Sunday, or legal state or national holiday, an | |
| 17 | 17 | application is considered to be timely if it is submitted to the | |
| 18 | 18 | registrar on or before the next regular business day. | |
| 19 | 19 | SECTION 2. The changes in law made by this Act apply only to | |
| 20 | 20 | a voter registration application submitted on or after the | |
| 21 | 21 | effective date of this Act. The submission of a voter registration | |
| 22 | 22 | application before the effective date of this Act is governed by the | |
| 23 | 23 | law in effect when the application was submitted, and the former law | |
| 24 | 24 | is continued in effect for that purpose. | |
| 25 | 25 | SECTION 3. This Act takes effect September 1, 2009. |
