O'Brien, Director, Legislative Budget Board IN RE:HB4542 by Raymond (Relating to the exercise of urban renewal powers by certain counties.), As Introduced No fiscal implication to the State is anticipated. The bill would amend the Local Government Code to change the applicability of which counties may exercise urban renewal powers in areas of the county that are not within the corporate boundaries of a municipality. Under current statute, the powers apply to a county with a population of more than 1.3 million. Under the provisions of the bill, those powers would apply to a county with a population of 193,000 or more. Local Government Impact No significant fiscal implication to units of local government is anticipated.
