7 | 7 | | relating to the recruitment and retention of certain caseworkers |

8 | 8 | | employed by the Department of Family and Protective Services. |

9 | 9 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

10 | 10 | | SECTION 1. Subchapter B, Chapter 40, Human Resources Code, |
---|
11 | 11 | | is amended by adding Sections 40.0327 and 40.0328 to read as |
---|
12 | 12 | | follows: |
---|
13 | 13 | | Sec. 40.0327. PREEMPLOYMENT ASSESSMENT. The department |
---|
14 | 14 | | shall use special assessment tools in screening applicants for |
---|
15 | 15 | | employment with the division in order to match an applicant with the |
---|
16 | 16 | | position in the division for which an applicant would be best suited |
---|
17 | 17 | | based on the applicant's skills, personality traits, and |
---|
18 | 18 | | experience. |
---|
19 | 19 | | Sec. 40.0328. SALARY STUDY. (a) The department shall study |
---|
20 | 20 | | the salaries of each type of child protective services caseworker |
---|
21 | 21 | | to determine the role salary plays in the recruitment and retention |
---|
22 | 22 | | of caseworkers and in the turnover rate for each type of caseworker. |
---|
23 | 23 | | (b) Not later than December 1, 2010, the department shall |
---|
24 | 24 | | report the results of the study and any recommendations to the |
---|
25 | 25 | | governor, lieutenant governor, speaker of the house of |
---|
26 | 26 | | representatives, and standing committee of each house with |
---|
27 | 27 | | jurisdiction over the department. |
---|
28 | 28 | | (c) The commission shall consider contracting with an |
---|
29 | 29 | | institution of higher education, as defined by Section 61.003, |
---|
30 | 30 | | Education Code, to perform the study required by this section. |
---|
31 | 31 | | (d) This section expires September 1, 2011. |
---|
32 | 32 | | SECTION 2. This Act takes effect immediately if it receives |
---|
33 | 33 | | a vote of two-thirds of all the members elected to each house, as |
---|
34 | 34 | | provided by Section 39, Article III, Texas Constitution. If this |
---|
35 | 35 | | Act does not receive the vote necessary for immediate effect, this |
---|
36 | 36 | | Act takes effect September 1, 2009. |
