44 A BILL TO BE ENTITLED
55 AN ACT
66 relating to physical examination requirements for participation in
77 certain University Interscholastic League extracurricular athletic
88 activities.
99 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1010 SECTION 1. Subchapter D, Chapter 33, Education Code, is
1111 amended by adding Section 33.093 to read as follows:
1212 Sec. 33.093. PHYSICAL EXAMINATION REQUIRED FOR
1313 PARTICIPATION IN CERTAIN EXTRACURRICULAR ATHLETIC ACTIVITIES. (a)
1414 A student may not participate in an extracurricular athletic
1515 activity involving physical contact among the players, including an
1616 athletic practice, scrimmage, game, or match for such an activity,
1717 sponsored or sanctioned by the University Interscholastic League
1818 unless the student has submitted to the school district in which the
1919 student attends school a completed form indicating that the student
2020 has received a physical examination, including a cognitive
2121 assessment.
2222 (b) A student must submit a form under this section for each
2323 school year in which the student participates in an extracurricular
2424 athletic activity to which this section applies.
2525 (c) The University Interscholastic League shall adopt rules
2626 to administer this section, including rules specifying the athletic
2727 activities that involve physical contact among the players.
2828 SECTION 2. This Act applies beginning with the 2009-2010
2929 school year.
3030 SECTION 3. This Act takes effect immediately if it receives
3131 a vote of two-thirds of all the members elected to each house, as
3232 provided by Section 39, Article III, Texas Constitution. If this
3333 Act does not receive the vote necessary for immediate effect, this
3434 Act takes effect September 1, 2009.
