55 A BILL TO BE ENTITLED
66 AN ACT
77 relating to funding for career and technology education programs in
88 public schools.
99 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1010 SECTION 1. Section 42.154, Education Code, is amended by
1111 amending Subsections (a) and (c) and adding Subsections (c-1) and
1212 (c-2) to read as follows:
1313 (a) For each full-time equivalent student in average daily
1414 attendance in an approved career and technology education program
1515 in grades eight [nine] through 12 or in career and technology
1616 education programs for students with disabilities in grades seven
1717 through 12, a district is entitled to an annual allotment equal to
1818 the adjusted basic allotment multiplied by a weight of 1.35.
1919 (c) Except as provided by Subsection (c-1), funds [Funds]
2020 allocated under this section, other than an indirect cost allotment
2121 established under State Board of Education rule, may [must] be used
2222 only to provide [in providing] career and technology education
2323 programs in grades eight [nine] through 12 or career and technology
2424 education programs for students with disabilities in grades seven
2525 through 12 under Sections 29.182, 29.183, and 29.184.
2626 (c-1) Because career and technical student organizations
2727 are an integral part of a career and technology education program,
2828 funds allocated under this section may also be used to provide
2929 funding to students and teachers for participation in activities
3030 related to career and technical student organizations that are
3131 supported by the agency and the State Board of Education.
3232 (c-2) A school district is entitled to additional funding to
3333 reimburse district costs related to:
3434 (1) administering to students assessment instruments
3535 required for licensure, certification, or credit;
3636 (2) training to prepare teachers to teach a career and
3737 technology education course, including costs associated with
3838 certification examinations, continuing education courses, or other
3939 incentives approved by the agency; and
4040 (3) defraying the start-up costs associated with the
4141 development of new career and technology education programs that
4242 prepare students for career employment in occupations that are
4343 identified by the agency as being in high-demand high technology
4444 industries.
4545 SECTION 2. Section 42.154(a-1), Education Code, is
4646 repealed.
4747 SECTION 3. This Act applies beginning with the 2011-2012
4848 school year.
4949 SECTION 4. This Act takes effect immediately if it receives
5050 a vote of two-thirds of all the members elected to each house, as
5151 provided by Section 39, Article III, Texas Constitution. If this
5252 Act does not receive the vote necessary for immediate effect, this
5353 Act takes effect September 1, 2009.
