55 A BILL TO BE ENTITLED
66 AN ACT
77 relating to the use of an offender identification card or similar
88 form of identification as proof of identity for an applicant for a
99 driver's license or commercial driver's license.
1010 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1111 SECTION 1. Section 521.142(a), Transportation Code, is
1212 amended to read as follows:
1313 (a) An application for an original license must state the
1414 applicant's full name and place and date of birth. This information
1515 must be verified by presentation of proof of identity satisfactory
1616 to the department. [The department must accept as satisfactory
1717 proof of identity under this subsection an offender identification
1818 card or similar form of identification issued to an inmate by the
1919 Texas Department of Criminal Justice.]
2020 SECTION 2. Section 522.021(c-1), Transportation Code, is
2121 repealed.
2222 SECTION 3. The changes in law made by this Act apply only to
2323 an application for a driver's license or commercial driver's
2424 license submitted on or after the effective date of this Act. An
2525 application for a driver's license or commercial driver's license
2626 submitted before the effective date of this Act is subject to the
2727 law in effect on the date the application was submitted, and that
2828 law is continued in effect for that purpose.
2929 SECTION 4. This Act takes effect September 1, 2009.
