88 relating to law enforcement training relating to the trafficking of
99 persons.
1010 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1111 SECTION 1. Subchapter F, Chapter 1701, Occupations Code, is
1212 amended by adding Section 1701.258 to read as follows:
1313 Sec. 1701.258. EDUCATION AND TRAINING PROGRAMS ON
1414 TRAFFICKING OF PERSONS. (a) The commission by rule shall require an
1515 officer first licensed by the commission on or after January 1,
1616 2011, to complete within a reasonable time after obtaining the
1717 license a one-time basic education and training program on the
1818 trafficking of persons. The program must:
1919 (1) consist of at least four hours of training; and
2020 (2) include a review of the substance of Sections
2121 20A.02 and 43.05, Penal Code.
2222 (b) The commission shall make available to each officer a
2323 voluntary advanced education, instruction, and training program on
2424 the trafficking of persons, sex trafficking, and compelling
2525 prostitution prohibited under Sections 20A.02 and 43.05, Penal
2626 Code.
2727 (c) Not later than January 1, 2011, the commission shall
2828 begin offering the basic and advanced programs established under
2929 this section. This subsection expires September 1, 2011.
3030 SECTION 2. Not later than December 1, 2010, the Commission
3131 on Law Enforcement Officer Standards and Education shall adopt the
3232 rules necessary to implement Section 1701.258, Occupations Code, as
3333 added by this Act.
3434 SECTION 3. This Act takes effect September 1, 2009.
