55 relating to designation of Midwestern State University as a public

77 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
88 SECTION 1. Section 103.07, Education Code, is amended to
99 read as follows:
1010 Sec. 103.07. GENERAL RESPONSIBILITIES. The board shall
1111 build and operate a public liberal arts university [state college]
1212 of the first rank to offer the university's students, consistent
1313 with the university's mission, preparation for excellence in a
1414 variety of careers and exploration of a variety of interests. The
1515 university [that will compare favorably with the other splendid
1616 colleges in Texas in the preparation of youth for the varied
1717 interests and industries in the section in which the university is
1818 located, and this college] shall be equipped as necessary
1919 [adequately] to do its work as well as comparable public
2020 institutions of higher education in this state [other state
2121 colleges].
2222 SECTION 2. This Act takes effect immediately if it receives
2323 a vote of two-thirds of all the members elected to each house, as
2424 provided by Section 39, Article III, Texas Constitution. If this
2525 Act does not receive the vote necessary for immediate effect, this
2626 Act takes effect September 1, 2009.
