| 7 | 7 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 8 | 8 | | SECTION 1. Section 103.07, Education Code, is amended to |
|---|
| 9 | 9 | | read as follows: |
|---|
| 10 | 10 | | Sec. 103.07. GENERAL RESPONSIBILITIES. The board shall |
|---|
| 11 | 11 | | build and operate a public liberal arts university [state college] |
|---|
| 12 | 12 | | of the first rank to offer the university's students, consistent |
|---|
| 13 | 13 | | with the university's mission, preparation for excellence in a |
|---|
| 14 | 14 | | variety of careers and exploration of a variety of interests. The |
|---|
| 15 | 15 | | university [that will compare favorably with the other splendid |
|---|
| 16 | 16 | | colleges in Texas in the preparation of youth for the varied |
|---|
| 17 | 17 | | interests and industries in the section in which the university is |
|---|
| 18 | 18 | | located, and this college] shall be equipped as necessary |
|---|
| 19 | 19 | | [adequately] to do its work as well as comparable public |
|---|
| 20 | 20 | | institutions of higher education in this state [other state |
|---|
| 21 | 21 | | colleges]. |

| 22 | 22 | | SECTION 2. This Act takes effect immediately if it receives |
|---|
| 23 | 23 | | a vote of two-thirds of all the members elected to each house, as |
|---|
| 24 | 24 | | provided by Section 39, Article III, Texas Constitution. If this |
|---|
| 25 | 25 | | Act does not receive the vote necessary for immediate effect, this |
|---|
| 26 | 26 | | Act takes effect September 1, 2009. |
