55 relating to the award of stipends to nationally certified classroom
66 teachers under the educator excellence awards program.
77 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
88 SECTION 1. Section 21.705, Education Code, is amended to
99 read as follows:
1010 Sec. 21.705. AWARD PAYMENTS. A school district must use at
1111 least 60 percent of grant funds awarded to the district under this
1212 subchapter to directly award classroom teachers who effectively
1313 improve student achievement as determined by meaningful, objective
1414 measures. The remaining funds must be used only to:
1515 (1) provide stipends to effective mentors or teacher
1616 coaches;
1717 (2) provide stipends to classroom teachers who are
1818 certified in a subject that is designated by the commissioner as
1919 commonly experiencing a critical shortage of teachers;
2020 (3) provide stipends to classroom teachers who are
2121 certified under Subchapter B in the main subject area in which they
2222 teach;
2323 (4) provide stipends to classroom teachers with proven
2424 records of success for improving student performance who are
2525 assigned to campuses at which the district has experienced
2626 difficulty assigning or retaining teachers;
2727 (5) provide stipends to classroom teachers who hold
2828 postgraduate degrees;
2929 (6) provide stipends to classroom teachers who hold
3030 advanced certification from an organization that certifies at least
3131 2,500 teachers in the United States each year based on the teachers'
3232 satisfaction, through study, expert evaluation, self-assessment,
3333 and peer review, of high and rigorous standards for accomplished
3434 teaching;
3535 (7) provide awards to principals who effectively
3636 increase student performance as determined by objective measures;
3737 (8) [(7)] provide awards to other campus employees who
3838 demonstrate excellence; or
3939 (9) [(8)] implement the components of a Teacher
4040 Advancement Program (TAP), including:
4141 (A) an instructionally focused accountability
4242 system; and
4343 (B) the adjustment of teaching schedules to
4444 permit ongoing applied professional growth.
4545 SECTION 2. This Act applies beginning with the 2009-2010
4646 school year.
4747 SECTION 3. This Act takes effect immediately if it receives
4848 a vote of two-thirds of all the members elected to each house, as
4949 provided by Section 39, Article III, Texas Constitution. If this
5050 Act does not receive the vote necessary for immediate effect, this
5151 Act takes effect September 1, 2009.
