O'Brien, Director, Legislative Budget Board     IN RE:HB738 by Quintanilla (Relating to the penalty for an offense committed during the inattentive operation of a motor vehicle.), As Introduced    No significant fiscal implication to the State is anticipated.  The bill would create as an offense, Inattentive Driving. Punishment would be at least twice the minimum fine and not more than twice the maximum fine applicable as punishment for an offense committed while operating a motor vehicle if the person who commits the offense was involved at the time in any of the activities listed in the bill. The new offense would apply only to an offense committed after the effective date of the bill, which would be September 1, 2009. The increase in fines collected would vary by law enforcement agency. A portion of certain fines collected by a local government is submitted to the state; however, the increase in revenue is not expected to be significant. Local Government Impact No significant fiscal implication to units of local government is anticipated.
