| 10 | 10 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 11 | 11 | | SECTION 1. Chapter 2051, Government Code, is amended by |
|---|
| 12 | 12 | | adding Subchapter D to read as follows: |

| 13 | 13 | | SUBCHAPTER D. LANGUAGE REQUIREMENTS FOR STATE DOCUMENTS |
|---|
| 14 | 14 | | Sec. 2051.076. USE OF PUBLIC MONEY TO PRINT PUBLIC |
|---|
| 15 | 15 | | DOCUMENTS IN LANGUAGE OTHER THAN ENGLISH. (a) In this section, |
|---|
| 16 | 16 | | "state agency" means a board, commission, department, office, |
|---|
| 17 | 17 | | institution, including an institution of higher education as |
|---|
| 18 | 18 | | defined by Section 61.003, Education Code, or other agency in the |
|---|
| 19 | 19 | | executive branch of the state government. |
|---|
| 20 | 20 | | (b) Except as provided by Subsection (c), a state agency may |
|---|
| 21 | 21 | | not use public money to print a public document in a language other |
|---|
| 22 | 22 | | than English. |
|---|
| 23 | 23 | | (c) This section does not apply to: |
|---|
| 24 | 24 | | (1) a historical document originally printed in a |
|---|
| 25 | 25 | | language other than English; or |
|---|
| 26 | 26 | | (2) a document required under federal law or by the |
|---|
| 27 | 27 | | federal government to be printed in a language other than English. |
|---|
| 28 | 28 | | SECTION 2. Chapter 272, Election Code, is repealed. |
|---|
| 29 | 29 | | SECTION 3. The change in law made by this Act applies only |
|---|
| 30 | 30 | | to a document printed by a state agency on or after the effective |
|---|
| 31 | 31 | | date of this Act. |
|---|
| 32 | 32 | | SECTION 4. This Act takes effect September 1, 2009. |
