55 CONCURRENT RESOLUTION
66 WHEREAS, Texas is home to 1,035 school districts, each of
77 which is represented by a board of trustees that charts the
88 direction of educational programs and services, establishes
99 operating policies, and ensures the financial viability of the
1010 district; although school boards are integral to the state's public
1111 education system, they are not subject to accountability by the
1212 Texas Education Agency; and
1313 WHEREAS, The current accountability system for public
1414 education in Texas holds students, teachers, schools, and districts
1515 responsible for their performance; and
1616 WHEREAS, Students must demonstrate academic ability on
1717 standardized statewide tests and end-of-course assessments;
1818 classroom teachers are held accountable for the collective
1919 performance of their students through a system of appraisals and
2020 incentives; and
2121 WHEREAS, Individual campuses and districts are held
2222 accountable for their overall school or district performance
2323 through an accreditation system that rewards excellence and
2424 provides interventions for those rated academically unacceptable;
2525 and
2626 WHEREAS, Currently, there is no system in place for
2727 evaluating the performance of school boards, those organizations
2828 charged with the essential task of ensuring that each student, each
2929 classroom teacher, each campus, and each district have the best
3030 possible opportunity to succeed; now, therefore, be it
3131 RESOLVED, That the 81st Legislature of the State of Texas
3232 hereby request the Texas Education Agency to develop a rating
3333 system for the performance of local school boards; and, be it
3434 further
3535 RESOLVED, That requirements for the rating system include the
3636 following provisions: (1) each school board is to receive a rating
3737 every two years; (2) the system is to include a measurement to
3838 assess the allocation of personnel to low-performing schools; (3)
3939 the system is to include a measurement to assess the allocation of
4040 financial resources to low-performing schools; and (4) reports of
4141 the ratings are to be made available to the Texas Legislature by
4242 September of each even-numbered year; and, be it further
4343 RESOLVED, That the secretary of state forward an official
4444 copy of this resolution to the commissioner of education of the
4545 Texas Education Agency.
