55 CONCURRENT RESOLUTION
66 WHEREAS, President Barack Obama signed the American Recovery
77 and Reinvestment Act of 2009 into law on February 17, 2009; and
88 WHEREAS, This legislation will result in $787 billion of
99 stimulus spending by the federal government through state and local
1010 units of government, and this extraordinary increase in spending
1111 will burden future generations of Americans with unprecedented
1212 levels of debt; and
1313 WHEREAS, Texas has built its economic strength through low
1414 taxation, a balanced budget, and a predictable regulatory climate;
1515 as a result of its fiscally conservative approach, the state has
1616 created 393,300 jobs over the past two years, which is 124,300 more
1717 jobs than it is estimated that the federal stimulus spending will
1818 create or save in Texas over the next two years; and
1919 WHEREAS, The size of government in the state could grow by $16
2020 billion as a result of the American Recovery and Reinvestment Act of
2121 2009; this expansion is fundamentally at odds with the fiscally
2222 sound approach that has made Texas the nation's largest creator of
2323 private sector jobs and the nation's biggest exporter; and
2424 WHEREAS, Texas can retain the strength of its economy by
2525 ensuring that federal stimulus funds are not used to create new
2626 government programs or expand existing programs; because federal
2727 stimulus funds will not be available in future years, any new
2828 programs that are created will eventually have to be funded by state
2929 tax revenues that are needed for meeting constitutional obligations
3030 and providing essential services; now, therefore, be it
3131 RESOLVED, That the 81st Legislature of the State of Texas
3232 hereby direct all state agencies to ensure that federal stimulus
3333 funding is used only to finance one-time, non-recurring expenses
3434 that do not require permanent changes to Texas law; and, be it
3535 further
3636 RESOLVED, That counties, cities, school districts, and other
3737 local governments that receive federal stimulus funds also ensure
3838 that federal stimulus funding is used only to finance one-time,
3939 non-recurring expenses that do not require permanent changes to
4040 Texas law; and, be it further
4141 RESOLVED, That federal stimulus funds received by the State
4242 of Texas not impact the maintenance of effort required by any public
4343 health, public education, or welfare program to attract federal
4444 matching funds in the future; and, be it further
4545 RESOLVED, That the Texas secretary of state forward copies of
4646 this resolution to the governor of the State of Texas, to every
4747 agency of the state that is expected to receive federal stimulus
4848 funding, and to every county, city, school district, and special
4949 district that is currently authorized to levy a tax; and, be it
5050 further
5151 RESOLVED, That the Texas secretary of state forward official
5252 copies of this resolution to the president of the United States, to
5353 the speaker of the house of representatives and the president of the
5454 senate of the United States Congress, and to all the members of the
5555 Texas delegation to Congress with the request that this resolution
5656 be officially entered in the Congressional Record as a memorial to
5757 the Congress of the United States of America.
