6 | 6 | | WHEREAS, President Barack Obama signed the American Recovery |
---|
7 | 7 | | and Reinvestment Act of 2009 into law on February 17, 2009; and |
---|
8 | 8 | | WHEREAS, This legislation will result in $787 billion of |
---|
9 | 9 | | stimulus spending by the federal government through state and local |
---|
10 | 10 | | units of government, and this extraordinary increase in spending |
---|
11 | 11 | | will burden future generations of Americans with unprecedented |
---|
12 | 12 | | levels of debt; and |
---|
13 | 13 | | WHEREAS, Texas has built its economic strength through low |
---|
14 | 14 | | taxation, a balanced budget, and a predictable regulatory climate; |
---|
15 | 15 | | as a result of its fiscally conservative approach, the state has |
---|
16 | 16 | | created 393,300 jobs over the past two years, which is 124,300 more |
---|
17 | 17 | | jobs than it is estimated that the federal stimulus spending will |
---|
18 | 18 | | create or save in Texas over the next two years; and |
---|
19 | 19 | | WHEREAS, The size of government in the state could grow by $16 |
---|
20 | 20 | | billion as a result of the American Recovery and Reinvestment Act of |
---|
21 | 21 | | 2009; this expansion is fundamentally at odds with the fiscally |
---|
22 | 22 | | sound approach that has made Texas the nation's largest creator of |
---|
23 | 23 | | private sector jobs and the nation's biggest exporter; and |
---|
24 | 24 | | WHEREAS, Texas can retain the strength of its economy by |
---|
25 | 25 | | ensuring that federal stimulus funds are not used to create new |
---|
26 | 26 | | government programs or expand existing programs; because federal |
---|
27 | 27 | | stimulus funds will not be available in future years, any new |
---|
28 | 28 | | programs that are created will eventually have to be funded by state |
---|
29 | 29 | | tax revenues that are needed for meeting constitutional obligations |
---|
30 | 30 | | and providing essential services; now, therefore, be it |
---|
31 | 31 | | RESOLVED, That the 81st Legislature of the State of Texas |
---|
32 | 32 | | hereby direct all state agencies to ensure that federal stimulus |
---|
33 | 33 | | funding is used only to finance one-time, non-recurring expenses |
---|
34 | 34 | | that do not require permanent changes to Texas law; and, be it |
---|
35 | 35 | | further |
---|
36 | 36 | | RESOLVED, That counties, cities, school districts, and other |
---|
37 | 37 | | local governments that receive federal stimulus funds also ensure |
---|
38 | 38 | | that federal stimulus funding is used only to finance one-time, |
---|
39 | 39 | | non-recurring expenses that do not require permanent changes to |
---|
40 | 40 | | Texas law; and, be it further |
---|
41 | 41 | | RESOLVED, That federal stimulus funds received by the State |
---|
42 | 42 | | of Texas not impact the maintenance of effort required by any public |
---|
43 | 43 | | health, public education, or welfare program to attract federal |
---|
44 | 44 | | matching funds in the future; and, be it further |
---|
45 | 45 | | RESOLVED, That the Texas secretary of state forward copies of |
---|
46 | 46 | | this resolution to the governor of the State of Texas, to every |
---|
47 | 47 | | agency of the state that is expected to receive federal stimulus |
---|
48 | 48 | | funding, and to every county, city, school district, and special |
---|
49 | 49 | | district that is currently authorized to levy a tax; and, be it |
---|
50 | 50 | | further |
---|
51 | 51 | | RESOLVED, That the Texas secretary of state forward official |
---|
52 | 52 | | copies of this resolution to the president of the United States, to |
---|
53 | 53 | | the speaker of the house of representatives and the president of the |
---|
54 | 54 | | senate of the United States Congress, and to all the members of the |
---|
55 | 55 | | Texas delegation to Congress with the request that this resolution |
---|
56 | 56 | | be officially entered in the Congressional Record as a memorial to |
---|
57 | 57 | | the Congress of the United States of America. |
