55 HOUSE CONCURRENT RESOLUTION
66 WHEREAS, In 2001, the 77th Texas Legislature passed House
77 Concurrent Resolution 38, which approved the construction of a
88 statue or monument on the Capitol grounds that pays tribute to the
99 contributions of Tejanos to the State of Texas; and
1010 WHEREAS, Eight years later, the statue is awaiting
1111 installation on the Capitol grounds, but 13 T.A.C. Section 111.25
1212 contains a prohibition on placing additional memorials and/or
1313 monuments on the Capitol grounds, with an exception provided for
1414 the placement of the Emancipation Juneteenth monument; as long as
1515 this rule stands, the vast contributions of Tejanos to the State of
1616 Texas continue to go unrecognized on the Capitol grounds; and
1717 WHEREAS, These public lawns display monuments to people,
1818 ideals, and events integral to the story of Texas, and these
1919 memorials serve to inform and inspire residents and visitors alike;
2020 a statue in honor of Tejanos installed on the Capitol grounds would
2121 permanently acknowledge the role of this important community in
2222 helping to shape the Lone Star State; now, therefore, be it
2323 RESOLVED, That the 81st Legislature of the State of Texas
2424 hereby direct the State Preservation Board to amend its rules to

2626 of the Capitol; and, be it further
2727 RESOLVED, That the secretary of state forward an official
2828 copy of this resolution to the executive director and members of the
2929 State Preservation Board.
