5 | 5 | | WHEREAS, Christina Esperat has been honored by the YWCA of |

6 | 6 | | Lubbock with a Women of Excellence Award for her remarkable |
---|
7 | 7 | | achievements in the field of medicine, and her selection for this |
---|
8 | 8 | | tribute is most fitting; and |
---|
9 | 9 | | WHEREAS, The Women of Excellence Award was created in 1989 to |
---|
10 | 10 | | emphasize the vital roles that women play in both the civic and |
---|
11 | 11 | | professional worlds, honoring women for their achievements and for |
---|
12 | 12 | | their contributions to the community as leaders and volunteers; and |
---|
13 | 13 | | WHEREAS, Vision, innovation, and partnership building are |
---|
14 | 14 | | personal attributes that Dr. Christina Esperat has used to help |
---|
15 | 15 | | transform education for Texas Tech University nursing students and |
---|
16 | 16 | | bring quality health care to all segments of the population; and |
---|
17 | 17 | | WHEREAS, Born in the Philippines, Dr. Esperat earned |
---|
18 | 18 | | bachelor's and master's degrees in nursing at Silliman University, |
---|
19 | 19 | | where she served as assistant professor before moving to the United |
---|
20 | 20 | | States in 1973; she completed her Ph.D. at The University of Texas |
---|
21 | 21 | | in 1990; and |
---|
22 | 22 | | WHEREAS, Since 2001, Dr. Esperat has been a professor and |
---|
23 | 23 | | associate dean for research and practice for the Texas Tech |
---|
24 | 24 | | University Health Sciences Center Anita Thigpen Perry School of |
---|
25 | 25 | | Nursing, where she has established partnerships with other |
---|
26 | 26 | | educational disciplines, entities, and businesses to create a more |
---|
27 | 27 | | successful and productive model of learning and serving; and |
---|
28 | 28 | | WHEREAS, Dr. Esperat was instrumental in earning a Federally |
---|
29 | 29 | | Qualified Health Center Look-Alike designation for the Larry |
---|
30 | 30 | | Combest Community Health and Wellness Center (LCCHWC); based in |
---|
31 | 31 | | East Lubbock and operated by the School of Nursing, the LCCHWC |
---|
32 | 32 | | delivers primary care through nurse practitioners to an |
---|
33 | 33 | | economically depressed community that is more than 60 percent |
---|
34 | 34 | | minority; recognizing specific needs in the population, Dr. Esperat |
---|
35 | 35 | | also organized the Diabetes Education Center and Senior House Calls |
---|
36 | 36 | | programs that operate out of the center; and |
---|
37 | 37 | | WHEREAS, Area residents have benefited greatly from Dr. |
---|
38 | 38 | | Esperat's commitment to bringing affordable and accessible medical |
---|
39 | 39 | | services to Lubbock; she has secured more than $10 million for the |
---|
40 | 40 | | LCCHWC and for grants to fund research by the School of Nursing on |
---|
41 | 41 | | childhood obesity and to implement two community-based projects: |
---|
42 | 42 | | the Patient Navigator Program, designed to deliver preventive |
---|
43 | 43 | | health education through community health workers, and the Nurse |
---|
44 | 44 | | Family Partnership for underserved women who are pregnant for the |
---|
45 | 45 | | first time; and |
---|
46 | 46 | | WHEREAS, A staunch advocate for improved health care access, |
---|
47 | 47 | | Dr. Esperat helped to create the East Lubbock Coalition for |
---|
48 | 48 | | Community Health Improvement, a partnership between Copper |
---|
49 | 49 | | Rawlings Community and Senior Center, Harwell Elementary School, |
---|
50 | 50 | | and the LCCHWC; and |
---|
51 | 51 | | WHEREAS, This notable Texan has also shared her talent and |
---|
52 | 52 | | organizational skill to better her profession and support health |
---|
53 | 53 | | care initiatives; in addition to her work as chair of the board of |
---|
54 | 54 | | directors for the National Nursing Centers Consortium, she has been |
---|
55 | 55 | | a member of advisory boards for the South Plains March of Dimes, the |
---|
56 | 56 | | Triangle AIDS Network in Beaumont, the Center for Rural Health |
---|
57 | 57 | | Initiatives in Austin, and the Coastal Area Health Education Center |
---|
58 | 58 | | in La Marque; and |
---|
59 | 59 | | WHEREAS, With her receipt of a Women of Excellence Award, |
---|
60 | 60 | | Christina Esperat joins an elite group of women who have been |
---|
61 | 61 | | honored by the YWCA of Lubbock; distinguished by her intelligence, |
---|
62 | 62 | | determination, and talent, she is indeed a worthy role model for |
---|
63 | 63 | | this and future generations; now, therefore, be it |
---|
64 | 64 | | RESOLVED, That the 81st Legislature of the State of Texas |

65 | 65 | | hereby congratulate Christina Esperat on receiving a 2009 Women of |

66 | 66 | | Excellence Award from the YWCA of Lubbock and extend to her sincere |
