4	4	HOUSE CONCURRENT RESOLUTION
5	5	WHEREAS, Paris Police Chief Karl Louis is retiring on January
6	6	30, 2009, after leading the city's police department with
7	7	distinction for almost two decades; and
8	8	WHEREAS, A graduate of the East Texas Police Academy in
9	9	Kilgore, Chief Louis began his career as a patrol officer with the
10	10	Paris police force in 1981; he soon became a warrant officer and
11	11	investigator with the criminal investigations division and in 1986
12	12	was promoted to sergeant; and
13	13	WHEREAS, This dedicated professional furthered his education
14	14	as he progressed through the ranks; he graduated from the Federal
15	15	Bureau of Investigation National Academy in 1995 and earned his
16	16	Master Peace Officer certificate from the Texas Commission on Law
17	17	Enforcement Standards and Education; and
18	18	WHEREAS, Since taking office on January 1, 1990, Chief Louis
19	19	has led the police force with diligence and integrity, and he has
20	20	undertaken countless measures to improve efficiency and expand
21	21	services; he increased the number of officers from 39 to 62 and
22	22	established the S.W.A.T. team, as well as new positions for
23	23	officers focusing on schools, crime prevention, auto thefts, and
24	24	Drug Abuse Resistance Education; he also created a K-9 program for
25	25	the department; and
26	26	WHEREAS, Chief Louis has reached out to the community in
27	27	myriad ways; he established the Paris Police Athletic League to
28	28	help keep children off the streets and engaged in meaningful,
29	29	supervised activity; moreover, he organized the All Police Rodeo to
30	30	raise funds for the Lamar County Crime Stoppers Association; and
31	31	WHEREAS, Admired for his courtesy and enthusiasm, Chief Louis
32	32	has set high standards for community relations; he is much in demand
33	33	as a speaker by local organizations, and his efforts to solicit
34	34	advice and suggestions from citizens have enhanced public support
35	35	for the department; in recognition of his contributions, the Rotary
36	36	Club of Paris named him its January 2009 Officer of the Month; and
37	37	WHEREAS, Chief Karl Louis has demonstrated exceptional skill
38	38	and commitment throughout his career, and under his able
39	39	leadership, the Paris Police Department has built a sterling
40	40	reputation for both aggressive police work and progressive
41	41	programs; now, therefore, be it
42	42	RESOLVED, That the 81st Texas Legislature hereby
43	43	congratulate Karl Louis on his retirement from the Paris Police
44	44	Department and extend to him best wishes for continued success and
45	45	happiness; and, be it further
46	46	RESOLVED, That an official copy of this resolution be
47	47	prepared for Chief Louis as an expression of high regard by the
48	48	Texas House of Representatives and Senate.
