44 HOUSE CONCURRENT RESOLUTION
55 WHEREAS, U.S. Marine Corporal Roy Cisneros of San Antonio
66 performed gallant and intrepid service in the Vietnam War; and
77 WHEREAS, Born on February 6, 1949, Roy Cisneros attended
88 Cenizo Park Elementary School, Truman Middle School, and Edgewood
99 High School; following his graduation in 1967, he joined the
1010 marines and trained at Camp Pendleton, California; in December
1111 1967, he deployed to Vietnam, where he became a squad leader with
1212 Company B, 1st Battalion, 3rd Marines, 3rd Marine Division
1313 (Reinforced), Fleet Marine Force; and
1414 WHEREAS, On September 11, 1968, Corporal Cisneros was
1515 conducting a reconnaissance in force in Quang Tri, the northernmost
1616 province in the Republic of Vietnam, when his company came under
1717 intense small arms and automatic weapons fire from an opposing
1818 company of North Vietnamese soldiers occupying fortified positions
1919 on a hill; during the ensuing combat, Corporal Cisneros skillfully
2020 maneuvered his squad across the hazardous terrain and directed his
2121 men's fire with devastating accuracy, destroying three enemy
2222 bunkers; and
2323 WHEREAS, With his squad pinned down by a heavy volume of fire
2424 from a fourth emplacement, Corporal Cisneros advanced alone and
2525 sought single-handedly to destroy the position; after firing a
2626 light antitank assault weapon into the bunker, he hurled hand
2727 grenades at the defenders and then opened fire with his rifle as he
2828 aggressively continued his assault; disregarding his own safety, he
2929 was delivering an effective attack on the emplacement when he was
3030 mortally wounded; and
3131 WHEREAS, The resolute determination and fighting spirit
3232 demonstrated by Corporal Cisneros inspired all who observed him,
3333 and he was instrumental in his unit's accounting for 45 North
3434 Vietnamese soldiers confirmed killed; as a result of his actions,
3535 Corporal Cisneros was posthumously awarded the Navy Cross, the
3636 second highest honor for valor that can be bestowed on a marine; and
3737 WHEREAS, Through his unhesitating selflessness and his
3838 steadfast devotion to duty and this country, Corporal Roy Cisneros
3939 embodied the highest ideals of the United States Marine Corps, and
4040 his courageous efforts and immeasurable sacrifice are deserving of
4141 honor by every American; now, therefore, be it
4242 RESOLVED, That the 81st Legislature of the State of Texas
4343 hereby posthumously recognize the heroic actions of U.S. Marine
4444 Corporal Roy Cisneros and express profound appreciation on behalf
4545 of all Texans; and, be it further
4646 RESOLVED, That an official copy of this resolution be
4747 prepared for his family as an expression of high regard by the Texas
4848 House of Representatives and Senate.
