| 6 | 6 | | WHEREAS, Established in 1947 and safeguarded under Section |

| 7 | 7 | | 67, Article XVI, Texas Constitution, the Employees Retirement |
|---|
| 8 | 8 | | System of Texas provides retirement benefits for state employees, |
|---|
| 9 | 9 | | elected state officials, and members of the judiciary; and |
|---|
| 10 | 10 | | WHEREAS, In 1999, the 76th Texas Legislature provided for a |
|---|
| 11 | 11 | | supplemental retirement annuity for retired state employees in the |
|---|
| 12 | 12 | | form of a 13th check, and the next year ERS announced that it would |
|---|
| 13 | 13 | | issue this lump sum check to state employees who were retired on or |
|---|
| 14 | 14 | | before August 31, 2000; despite this assurance, retirees are still |
|---|
| 15 | 15 | | waiting to receive the promised benefit; and |
|---|
| 16 | 16 | | WHEREAS, There are more than 73,000 retirees and survivors of |
|---|
| 17 | 17 | | ERS annuitants currently drawing benefits, and a 13th check would |
|---|
| 18 | 18 | | provide welcome support for these families and would also be an |
|---|
| 19 | 19 | | important boon to their communities during this economic downturn; |
|---|
| 20 | 20 | | and |
|---|
| 21 | 21 | | WHEREAS, The retired employees of the State of Texas greatly |
|---|
| 22 | 22 | | contributed to the state and deserve proper compensation for their |
|---|
| 23 | 23 | | dedication and service to the citizens of Texas; it is imperative, |
|---|
| 24 | 24 | | therefore, that the legislature show its support for the |
|---|
| 25 | 25 | | supplemental annuity by firmly endorsing the issuing of a 13th |
|---|
| 26 | 26 | | check to retirees no later than September 2009; now, therefore, be |
|---|
| 27 | 27 | | it |
|---|
| 28 | 28 | | RESOLVED, That the 81st Legislature of the State of Texas |
|---|
| 29 | 29 | | hereby express its commitment to the state's retired public |
|---|
| 30 | 30 | | employees and express its support for a 13th check for annuitants of |
|---|
| 31 | 31 | | the Employees Retirement System of Texas. |
