55 CONCURRENT RESOLUTION
66 WHEREAS, Established in 1947 and safeguarded under Section
77 67, Article XVI, Texas Constitution, the Employees Retirement
88 System of Texas provides retirement benefits for state employees,
99 elected state officials, and members of the judiciary; and
1010 WHEREAS, In 1999, the 76th Texas Legislature provided for a
1111 supplemental retirement annuity for retired state employees in the
1212 form of a 13th check, and the next year ERS announced that it would
1313 issue this lump sum check to state employees who were retired on or
1414 before August 31, 2000; despite this assurance, retirees are still
1515 waiting to receive the promised benefit; and
1616 WHEREAS, There are more than 73,000 retirees and survivors of
1717 ERS annuitants currently drawing benefits, and a 13th check would
1818 provide welcome support for these families and would also be an
1919 important boon to their communities during this economic downturn;
2020 and
2121 WHEREAS, The retired employees of the State of Texas greatly
2222 contributed to the state and deserve proper compensation for their
2323 dedication and service to the citizens of Texas; it is imperative,
2424 therefore, that the legislature show its support for the
2525 supplemental annuity by firmly endorsing the issuing of a 13th
2626 check to retirees no later than September 2009; now, therefore, be
2727 it
2828 RESOLVED, That the 81st Legislature of the State of Texas
2929 hereby express its commitment to the state's retired public
3030 employees and express its support for a 13th check for annuitants of
3131 the Employees Retirement System of Texas.
