44 A JOINT RESOLUTION

77 BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF TEXAS:
88 SECTION 1. Article VIII, Texas Constitution, is amended by
99 adding Section 1-e-1 to read as follows:
1010 Sec. 1-e-1. Notwithstanding any other law, beginning on
1111 January 1, 2014, a political subdivision of this state may not levy
1212 an ad valorem tax.
1313 SECTION 2. This proposed constitutional amendment shall be
1414 submitted to the voters at an election to be held November 3, 2009.
1515 The ballot shall be printed to permit voting for or against the
1616 proposition: "The constitutional amendment to abolish all
1717 political subdivision ad valorem taxes beginning on January 1,
1818 2014, in order that the legislature may enact a fairer system of
1919 fully funding political subdivisions of this state."
