55 A JOINT RESOLUTION
66 proposing a constitutional amendment relating to a moratorium on

88 BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF TEXAS:
99 SECTION 1. Section 11, Article IV, Texas Constitution, is
1010 amended by adding Subsection (c) to read as follows:
1111 (c) The Governor may issue an order prohibiting the Texas
1212 Department of Criminal Justice from performing executions on and
1313 after the effective date of the order and until the order is
1414 revoked, either by the Governor issuing the order or by a successor
1515 to the Governor issuing the order.
1616 SECTION 2. This proposed constitutional amendment shall be
1717 submitted to the voters at an election to be held November 3, 2009.
1818 The ballot shall be printed to permit voting for or against the
1919 proposition: "The constitutional amendment authorizing a
2020 moratorium on the execution of persons convicted of capital
2121 offenses."
