7 | 7 | BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF TEXAS: | |
8 | 8 | SECTION 1. Section 20, Article I, Texas Constitution, is | |
9 | 9 | amended to read as follows: | |
10 | 10 | Sec. 20. No citizen shall be outlawed. No citizen or legal | |
11 | 11 | resident [person] shall be transported out of the State for any | |
12 | 12 | offense committed within the State [same]. This section does not | |
13 | 13 | prohibit an agreement with another state providing for the | |
14 | 14 | confinement of inmates of this State in the penal or correctional | |
15 | 15 | facilities of that state. | |
16 | 16 | SECTION 2. This proposed constitutional amendment shall be | |
17 | 17 | submitted to the voters at an election to be held November 3, 2009. | |
18 | 18 | The ballot shall be printed to permit voting for or against the | |
19 | 19 | proposition: "The constitutional amendment authorizing | |
20 | 20 | transporting out of this state a noncitizen who commits an offense | |
21 | 21 | in this state." |
